104-10098-10186: LIMOTOR PROGRESS REPORT JANUARY - JULY 1963
10/30/63: Dispatch from Mexico City to Director: ..."Meetings: 2. During the period under review 32 meetings were held with Seymour D. Trinnich by Marvin A. Cabot. Two of these meetings were in Cabot's home under the cover of darkness. The remainder were at four selected meeting sites on the streets of the metropolitan area. They have code names and were chosen to allow for maximum check of possible counter-surveillance (use of one-way streets, etc). Cabot buzzes Trinnich at the predetermined site at a predetermined time and ultimately picks-up Trinnich in his QP vehicle. These meetings are then held in Cabot's car. Two emergency meeting sites have been selected but never used; one is close to Trinnich's residence, and the other close to the UNAM. 3. As can be seen from the number of meetings held in a seven month period, they were usually held once a week. Trinnich's meetings with the other LIMOTOR assets were so arranged to allow for a minimum passage of time between the field agents meetings and the meeting with Cabot. The Trinnich-Cabot meetings usually last, on the average, two hours. Specific requirements were passed and administrative matters were attended to. Usually Trinnich reviewed with Cabot each report received from the LIMOTOR agents and immediate guidance is given where possible..." Page 8: ..."Conclusions: 18. During the period under review, definite progress has been made toward the objectives as set down in paragraph 5 above. Plans call for Marvin A. Cabot to brief the Station's operational staff on LIMOTOR during one of the regular weekly operational staff meetings. Similarly, plans called for a meeting of Cabot, Trinnich, and Michnoff with Station KUCAGE (CIA Psychological and Paramilitary Operations Staff) officers..."

And last but not least, three non-productive LIMOTOR agents were dropped. The next LIMOTOR Progress Report will demonstrate even further progress toward these modest objectives..."
