A dispatch on May 5, 1966, was signed by Frances A. Busalacccli for the Chief, WHD. This dispatch had redactions but included the offices for the Originating, Coordinating and Releasing Officers. They were very similar to the dispatch a few weeks later.
A memo from John T. Flynn in March of 1966 also cited his office as Acting Deputy Chief, WHD for Cuba.
Other individuals who may have been Busalaccli include E. Ayers, WH/C/CICS, Joseph Vidal, C/WH/C/CICS, and Robert Ortman, C/WH/C/MO.

This office is most appreciative for the intercession you have made with the Department of Justice in behalf of Luis Conte Aguero.
