Discussion:
A dispatch in February of 1967, on the LIONION pulse camera, stated that "to prevent failures of this type in the future, Raymond L. Barcenas is making a small battery charger at a nominal cost that can be floated across the batteries keeping them fully charged."

A dispatch in November, 1969, stated that "Gerende (Ramon Joseph Alvarez Durant) also knows Scantling (Juan Nepomuseno Frias Ramirez), David M. Wilsted, and Raymond L. Barcenas, as well as current Station officers Vincent P. Rizzuto and Bruce H. Fernald (the latter in alias)." This comment implied that Barcenas was not a current Mexico City station officer.

An undated CIA document mentioned Barcenas, along with other CIA Mexico City station officers, including Matthew H. Dingley (Harry T. Mahoney). Mahoney was a former Mexico City station officer.

To prevent failures of this type in the future, Raymond L. Barcenas is making a small battery charger at a nominal cost that can be floated across the batteries keeping them fully charged. We are doing it this way rather than ordering a DC power supply because it is less expensive than a commercial model and will not be bothered by house current interruptions or fluctuations.
