Discussion:
Theresa H. Bachardy signed dispatches either from the Chief, Western Hemisphere Division (WHD), or someone who worked under the Chief, from at least April of 1967 to July of 1968.

Perkins, as Originating Officer, and Kaufman, as Releasing Officer, appeared under dispatches signed by Bachardy. The only exception is the dispatch on April 19, 1968, where the Releasing Officer's name is unintelligible, although it could still be Kaufman. Ernest Tsikerdanos signed for Kaufman as the Releasing Officer in the dispatch on May 21, 1968. Therefore, it was probably either Perkins or Kaufman who used the pseudonym of Bachardy.

Would you please verify for us that the salaries as submitted in the renewal are those being paid, and if this is the case, would you also prepare revised MOCs (?) and send us copies. 08/08/67: Dispatch from Chief, WH Division to COS, Mexico City: "1. An LNERGO (FBI, used during the late 60s and 70s) informant alleges that 'quite some time' before the assassination of President Kennedy, Oswald met in Mexico City with a member of WOFACT (CIA) whose alias was Bill Medina. The latter's true name was not known to the informant. Would you please advise whether the name Bill Medina is known in any context? We assume there is no connection with IDENTITY but would appreciate your comments. 2. Another LNERGO report includes a statement to the effect that one Sam Depino, News Department, WVUE Television, New Orleans claimed to have received information that District Attorney Garrison might try to connect an ex-Nazi now living in Mexico City with the assassination. The ex-Nazi was supposedly active in the propaganda field and was also described as 'one of the heads of (WOFACT) in Mexico.' LIENVOY was estimated at $57,000 in our recent FY 1968 program exercise, so we must that you stay within this figure in the renewal. If you will be needing replacements for equipment for the LP, would it be possible to reallocate funds previously budgeted for LISALAD and for 'purchase of information' to cover the cost of such procurement? 3. Headquarters appreciates the carefully detailed renewals which you prepare on LIENVOY because they give such a good picture of what the project produces. Could you also include in the current renewal a brief description of the center and the equipment and how the management of the daily routine is shared between Arehart and his Mexican colleagues?
