A dispatch from Mexico City, on December 9, 1970, mentioned that "LIMOUSINE, owner of the LILYRIC property, will continue to be handled by Timothy M. Archbold of the REDTOP (CIA Soviet Division) Section."
A dispatch on September 17, 1971, stated that in early April of that year, Archbold assumed the inside administrative chores of the KDFACTOR Project, and departed PCS on June 7, 1971.

12/09/70: Dispatch from COS, Mexico City to Chief, Western Hemisphere Division (Info: Chief, Soviet Bloc Division): "1. Primary responsibility for the operational and administrative handling of the LIEMPTY Project was transferred, effective 1 December 1970, within the station from the REDTOP (CIA Soviet Division) to the Operational Support Section. This transfer was made as part of our effort to consolidate basic support functions in the Operational Support Section, and to relieve the REDTOP Section of activities which do not contribute directly to the pursuit of priority recruitment targets. However, the REDTOP Section will continue to be the principal consumer of the LIEMPTY product as received from the LILYRIC and LICALLA photo surveillance points. It will also be the main provider of guidance and requests for special LILYRIC/LICALLA coverage. 2. The previous REDTOP Case Officer (Bruce H. Fernald) introduced the new Case Officer, Howard T. 09/17/71: Dispatch from COS, Mexico City to Chief, Western Hemisphere Division (Info: Chief, Soviet Bloc Division): Subject: KDFACTOR Operational Report, 1 March through 31 August 1971: "OPERATIONS: 1. The KDFACTOR Project continued throughout the past six months to support two visual and photographic surveillance points (KDLITERAL and KDABSINTHE) directed against the MHHARSH (USSR) installation. ADMINISTRATION: 2. Howard T. Bagaus handled the administration of the project until early April 1971 when project responsibility reverted from the Ops Support Section back to the REDTOP (CIA Soviet Division) Section. At that time Timothy H. Archbold assumed the inside administrative chores, and agent meetings were turned over to the outside case officer Bruce H. Fernald who had previously handled the assets. When Archbold departed PCS on 7 June 1971, Oliver J. Mankunas assumed his responsibilities. Mankunas also took over agent meetings when Fernald left on home leave on 25 June and will continue to handle the project assets in the future..."
