World War II Military Intelligence officer. Linked with George White, ex-OSS man in World War II. In October 1960, he was Assistant Deputy Narcotics Commissioner. Helped set up California "safe houses" where MK/ULTRA experiments were conducted in the 1950s. In 1960, CIA approached Siragusa about murdering third world leaders such as Patrice Lumumba for $1-million. Sheffield Edwards testified that Siragusa turned the proposition down.
