DOB: Sept 15, 1911. From 1941-1945, Lt. Comdr. in ONI of U.S. Navy. Livingston Merchant's Special Assistant in January 1961. In Sept 6, 1963, memo from Gordon Chase to Bundy, Scott is mentioned as one of those in INR - liaison with CIA - who knew about the exile raids and Operation MONGOOSE. Nov 1963 he is Deputy Director for Coordination, Bureau of Intelligence and Research, Department of State.
