Deputy to Richard Bissell, CIA's Deputy Director for Plans. Had been a Captain in OSS. During Bay of Pigs, served as the Agency's liaison with the State Department. Attended meeting Jan 3, 1961 (Barnes' notes of the meeting state that 'force of exiles should be increased up to 1,500 and additional training sites developed.')
