Had been Chief Investigator for Fulgencio Batista before Castro took over Cuba. Pro-Batista close to him. April 12, 1963, describes him as friend of Vicente Gonzalez Miranda, old militant Commie. From Jan 1963 to May 1963 was part-owner of Hispano American Discount House, Inc., 117 Camp St., New Orleans, LA. Sold to partner Joseph Namer, Cuban-born American. Namer closed store in Oct 1963. While the secret Belle Chasse training camp was in operation, PIEDRA observed and identified a group of trainees arriving at Moisant Airport from Miami.
