DOB: Aug. 16, 1921. 1942-1945, Major in U.S. Army. 1951-1955, Major in AIS of US Air Force. 1955-1958, in Department of Air Force. From 1958 work for CIA. From 1962 in AID. In 1967 he was Director of IIS (Inspection and Investigation Staff) of AID. While Director of IIS, he fired Laurence Keenan because Keenan "had committed an act of insubordination." Bamd was Assistant to Director of AID in Saigon 1968.
