Ambassador to Mexico in 1963. In charge of American Embassy in Mexico City. By Sept 1960, Thomas Mann had replaced Roy Rubottom as Asst. Secy for Inter-American Affairs. "Propaganda report" of December 31, 1963, p. iii, says Mann has been appointed as presidential assistant for Latin America. CIA 178-620 says Mann "pushing case too hard..." Attended meeting Jan 3, 1961. Died of natural causes Saturday, January 23, 1999, in Austin, TX, at age 87. Mann's wife of 64 years, Nancy, died in 1997. He is survived by a son, Father Clifton A. Mann, an Episcopal priest in Lubbock, Texas, six grand-daughters and three great-granddaughters.
