Comments:

Former Cuban delegate to United Nations. Later Cuban Ambassador to Nicaragua. Accused of being behind JFK assassination. Alternate Cuban representative to the Organization of American States in April 1961 when JFK addressed a Special Meeting of the Council of the OAS on 4/14/61. Described as "character of ill repute... carrying firearms and to be considered dangerous." He did not appear at the OAS meeting 4/14/61. "Hatchet man for Cuban Embassy in Washington."
