DOB: Feb. 15, 1908; POB: Oakwood, Ohio. Married Phyllis Penn. U.S. Ambassador to Moscow in October 1962. Khrushchev assured Kohler the submarine base in Cuba was a "fishing village". Telegrams from Moscow prior to June 10, 1964, signed KOHLER.
