Advertising man from Maryland who applied for passport same day in May 1961 that Abilene track coach James Oliver Jackson applied. Visited western Europe in July 1961. GRU used Jackson's passport number on forged passport for Joy Ann Baltch, Soviet agent caught in Washington 7/2/63.
