American citizen who reported to the American Consul in Merida, Mexico, on July 8, 1967, that Robert Kenneth Brown had questioned him about several former employees of the Dixon School in Miami. Harber was teaching English at the Dixon School. Claimed he translated for Brown the guerrilla handbook written by General Alberto BAYO.
