Graduated from Yale College in 1928 and from Yale Law School in 1931. Became number-two man in Defense Department in January 1961. In Sept 6, 1963, memo from Gordon Chase to Bundy, Gilpatric is mentioned as one of those in Defense Department who had knowledge of exile raids and Operation MONGOOSE.
