Re 3/20/61 letter to Pres. Eisenhower alleged to be a forgery. Attended meeting Jan 3, 1961, to consider a response to Cuban note transmitted in telegram 2674. Eisenhower authorizes (1) breaking diplomatic relations with Cuba, (2) look into ways and means of training Cuban refugees and expand the program.
