Comments:

Left Miami 11/18/63 and went to Mexico via Guatemala and Nicaragua. CIA referred to him as "Mr. M". Was approximately 59 yrs old in 1967. Said he saw Lee Harvey Oswald and Cuban Ambassador in restaurant in Mexico City. Had been police chief in Cuba and police reporter for Havana paper "Excelsior."
