Comments:

Age 37 in 1960. Former Cuban Congressman and ex-Batista official who piled up fortune smuggling cigarettes and contraband in partnership with Santos Trafficante. Hired David Ferrie to fly fire bomb raids in his Apache over Cuba in 1959. Tipped the CIA that [Rolando] Cubela was secretly in league with [L. Santo] Trafficante. Found shot and hacked to death and left in his Cadillac in Miami same day Ferrie found dead in his New Orleans apartment (March 1967).
