Comments:

Well-known Mexican cartoonist known as Rius. Was scheduled to be a guest of the Cuban government at Anniversary celebration on January 2 in Havana but did not get a Cuban visa. Rius "is an outstanding propagandist for the Communist cause" and it was conjecture that his failure to obtain a visa was related to the Roa note (re Duran's arrest).
