DOB: 1/24/21; POB: Bayonne, NJ; DOD: 3/8/95; POD: Fairfax, VA. With FBI 1947-1951; with CIA 1951-1969; Chief Postal Inspector, 1969-1975. Cotter was preparing to testify before Senate Sub-committee in 1975 re surveillance of mail between the United States and Communist countries, when he suffered a heart attack and retired from CIA. He then joined the Bunge Corp., a grain exporter of St. Louis, MO. Survived by second wife: Almeda Jo Ford Cotter; sons: Wm. J., Jr. of Cincinnati; Christopher Michael, of Fairfax, VA; daughters: Kathleen Jo Cotter Walker, of Fairfax, VA, Alicia Ann Cotter Wilson, of Great Falls, VA; sister: Virginia Kober, of Staten Island.
