He allegedly warned Elena Garro that she was in possible danger and placed her in the Hotel Vermont in Mexico City for several days. HSCA confirmed that she did spend several days at Hotel Vermont immediately after the assassination. HSCA asked CIA why there was no "P" file on him. He was "known around town" to be an undercover agent for the Secretariat of Gobernacion. He is called "Carvillo" in CIA Doc JFK-104-10007-10046, pp. 1-2, and in CIA Doc JFK-104-10008-10109, p. 1
