Comments:

Judge who presided at Ruby trial. On 11/27/63, Cartha DeLoach wrote a memo to John Mohr stating that Judge Brown, known as "Necessity Brown", had already said he intended to permit the entire trial of Ruby to be televised. (MMF 1878)
