Deputy Director of Plans for CIA, in charge of covert operations. Bissell testified on 6/9/75 that when he asked Harvey to create the Executive Action capability it "could have been Bundy or Rostow who asked him to do this." (MMF 1800) Bissell took responsibility for failure of Bay of Pigs Operation. Resigned from CIA 2/19/62. His obituary states that he created ZR/RIFLE "at Kennedy's request." Survived by wife, Ann Cornelia Bushnell Bissell; four sons: Richard M., III, of Bangor, ME., Winthrop B., of New Britain, CT., Thomas E., of New Britain, CT; and a daughter, Ann H. Bissell of Washington. Attended meeting Jan 3, 1961.
