This memo describes ZRKNICK as a joint operation with the FBI: "In the course of this study the attention of the researchers was drawn to the files of a specially sensitive operation (ZRKNICK); it was an FBI intercept operation of agent traffic." Given that some of the Cuban agents being monitored would be on U.S. soil, where CIA charter forbids operations, this would make sense.

This memo clarifies the FBI involvement in this description of operation ZRKNICK: "Description: investigation of Cuban espionage net in Miami, Florida by FBI who shared take with CIA.....was international in scope." The less important ones, you can beat up and request their expulsion from the country...Death to the Yankee invader..."

11/18/62 memo from Cuban intelligence: This may be a ZRKNICK document: "The plan for execution of Veciana (note: Puerto Rican spokesman for Alpha 66) and Estevez (note: probably Geronimo Estevez, Cuban exile in Puerto Rico and a member of the coordinating committee of Cuban democratic organizations in exile) is less important than the other. Despite detection of the plan you may carry out the plan of action against Veciana."

Re 11/12/63: This appears to be some of the take from the ZRKNICK operation. In particular, note the reference to 11/21/63, where the Cuban intelligence service is supposedly targetting a State Dept. employee in Miami. As stated in State Secret, Chapter 3, this employee was Santiago Garriga, who was involved in setting up an FPCC chapter in Miami and may have been an "alternate fallguy" for the JFK assassination.

11/27/63, DIRECTOR 85343. Cable from HQs to WAVE and Panama City: "HQs. suspects Blanca Alicia Franco may be spearhead of penetration AMOT/CIA ops on behalf ZRKNICK complex. AMOTS (JMWAVE Station ops.) in direct contact with Franco. Franco, suspect Cuban agent, in contact with AMOT-110." 4/10/64: Joe Piccolo asked to identify ZRKNICK - he described it as "a project designed to identify the clandestine Cuban intelligence network".
