"Nelson (Rockefeller's) cousin, Richard Aldrich, (International Basic Economic Corporation - IBEC) vice president who sometimes did undercover work for the CIA, joined eight other men to plan assistance to Latin American business allies in the field of propaganda. Representatives of fifteen companies met with the State Department and the US Information Agency in October 1960 to discuss 'an organized counterattack' against...(those) who were opposed to more US holdings in Latin America. Out of these deliberations came an organizing group that set up the Latin American Information Committee (LAIC) which was formally introduced to the business world at a dinner on the following May 1. LAIC's executive director was Enno Hobbing, who switched back and forth between the CIA and Time/LIfe assignments."

4/27/62 cable from Director to Mexico City re meeting planned between Enno Hobbing (GPAZURE) and Al Wichtrich (LIHUFF-1) in New Orleans. See 104-10175-10044: The plan was to meet at the Roosevelt hotel. This post contains the slugline DTRACCOON. See 104-10175-10060, p. 2: This apparently stemmed from a 1/25/62 letter from Wichtrich to Hobbing asking for his group's funding for a Mexican group involved in fighting communism.

Charles Wiley was an employee of SRS and colleague of James McCord: "On 12 April 1963, SRS prepared two final reports based (on) Wiley's information concerning J. M. Hernandez, aka: Manolin, and the Comite Latino Americano de Informacion (Latin American Information Center)."

11/19/63 memo from Chief, KUWOLF to Chief of Station, Mexico City re WSACROBAT/ZRAFRAID Literacy Seminar: There are HBEPITOME agents within WSACROBAT. These case officers approved of the seminar but not the participation of the communist led RCPLANETs from the Central American countries. The ZRAFRAID delegation was led by LIQUIFIER-7, president-elect of ZRAFRAID. In Sept 1963, LIQUIFIER-7 (the new ZRAFRAID president- elect) agreed to a national seminar on literacy. Seminar set for Dec 12-22.

"...(T)he presidential elections of 1964 came down to a battle between Allende and his radical forces and Eduardo Frei, a liberal representing the Christian Democratic Party, which was pro-American and far more favorable to business than Allende's coalition...Frei won handily with 56% of the vote...(Frei) received covert help from a group of corporations known as the Business Group for Latin America. The group had been organized in 1963 by David Rockefeller, president of the Chase Manhattan Bank, at the specific request of President Kennedy, who was directing his administration's fight against Castro and the spread of communism in Latin America. It included on its executive committee such prominent corporate executives as C. Jay Hutchinson, board chairman of Anaconda; Harold S. Geneen, head of (ITT), and Donald M. Kendall, chairman of PepsiCo, the soft drink company, which had extensive business activities in Latin America...(by 1970, the Business Group) had been reorganized into the Council on the Americas...Enno Hobbing, a CIA official who had initially been assigned as liaison to the Business Group, eventually left the CIA and became the principal operations officer for the Council."

10/1/64 cable from Chief of Station, Mexico City to Chief, WHD, slugline Operational/ZRAWARD/LIHUFF - Latin American Information Center: "On 12 August 1964 LIHUFF-1 reported that he had learned from LIHUFF-2 that the LIAC had taken over the UNID (Union Nacional Independente Democratica)...UNID will continue to be led by Carlos Campos Ortiz but now will be guided and financed by LAIC...LIHUFF-1 stated that Enno Hobbing, head of LAIC in New York, personally convinced the Board of Directors of LAIC that UNID should be salvaged and tied into LAIC."
