04/18/62: FBI memo from John Edgar Hoover, Director to the Director of the CIA: Subject: Victor Manuel Paneque y Batista, Internal Security - Cuba, Registration Act - Cuba: "Reference is made to previous information furnished concerning the captioned individual. On April 12, 1962, an informant who has furnished reliable information in the past advised he had learned from another Cuban that the subject and five or six other Cubans planned to leave by boat on a military expedition to Cuba and reportedly were to depart from the vicinity of Marathon, Florida, on the night of April 12, 1962. The Central Intelligence Agency (CIA), in Miami, Florida, advised our Miami Office on April 12, 1962, that it had no operational interest in the subject. Later CIA advised that the trip would be in the best interests of CIA and indicated it would ask the United States Border Patrol in Miami to conduct a loose surveillance of the subject's departure. On April 13, 1962, the informant advised he had learned that the expedition had been temporarily postponed for a day or two. Page 2: "On August 10, 1962 Mr. Elmo Rainbolt, Chief Inspector, U.S. Border Patrol, Miami, advised that the boat in the possession of the Batista Falla group is either a former P.T. boat or an Air-Sea Rescue boat, and the name has been changed to Cala. Rainbolt said the boat has been repainted white, and was supposed to leave Miami on a mission on August 9, 1962, and it must have left or the Border Patrol would have been notified..."

The raiders, who suffered one casualty named Evengelino Rufin Sanabria, returned to Marathon aboard a 'Commande Red' Cuban boat named The Elvira. An unidentified doctor is taking Rufin to a hospital in Key West for treatment. The Quiza raiders brought back two Cuban militiamen, Calenero Ramirez Waters and Daniel Esposito Torres. 7. 08/31/64, FBI report from Miami: Titled: Movimiento Insurrecional de Recuperacion Revolucionaria (MIRR) Internal Security - Cuba; Neutrality Matters: Pages 4-5: ..."Seizure of the Vessel 'M/V Dottie Z III' on July 21, 1964 on Lower Sugar Loaf Key, Florida, With Quantity of Weapons Aboard: On July 21, 1964, Mr. Walt Henry, Senior Patrol Inspector, United States Border Patrol (USBP), Key West, Florida, advised that at 9:00 a.m. that date, Border Patrolman Robert Belsky observed a boat landing on Lower Sugar Loaf Key with four Cubans aboard. Mr. Belsky questioned these Cubans and uncovered on board a quantity of arms and ammunition. The Cuban crew claimed they had gone to Cuba and dropped off three men and were on their way back when they docked at Lower Sugar Loaf Key; however, there was still 400 gallons of gasoline aboard the vessel. The crew members were: Ramon Font Saumell, born June 16, 1922, Cuba, residence 1184 Northwest 37th Street, Miami; Raul Manduley Curbelo, born January 25, 1942, Cuba, residence 531 Northwest 57th Court, Miami; Francisco Cid Crespo, born April 28, 1933, Cuba, residence 80 Northwest 35th Avenue, Miami; Manuel Garcia Vilarchao, born May 5, 1934, Cuba, residence 935 West First Street, Hialeah. Also aboard was an American photographer, subsequently identified by United States Customs as Donald Griffin Baker, born May 3, 1936, Cincinnati, Ohio, residence 12340 Northeast Tenth Avenue, North Miami, Florida. These individuals told Mr. Belsky that they were members of the C-L group. On July 24, 1964, Cesar Diosdado (Note: AMSWIRL-1), Assistant Customs Agent in Charge, United States Customs, submitted a report concerning Customs investigation of this incident, listing a considerable quantity of arms, ammunition, bombs and explosives found aboard..."

05/02/66, Dispatch from COS, JMWAVE to Chief, WH Division: Page 2: ..."4. ZRAVOID was advised of the group's activities and a patrolman was dispatched to check them out. The Iden-B (Everglades National Park Rangers) were also briefed on the situation; and they, in turn, kept JMWAVE apprised of the actions of the Cubans. 5. Between 1500 and 1600 hours, JMWAVE was advised by the Iden-B that the Cuban's boat had arrived with two persons on board. They were identified as Tony Cuesta and Armando Romer. The boat was a 23' Seabird, Florida registration 8509 F, registered to Alberto Sanchez, 185 Northwest 18th Court, Miami, who has owned the boat since 23 May 1963. The boat had a large box on board which contained fishing gear and tools. It was later reported that the vessel carried a large supply of gasoline, spare parts, and a quantity of food. The individuals on board informed the ZRAVOID representative that they had run aground at Marathon, and QKMAGNET pulled them off. QKMAGNET cited them for having no safety equipment and no registration. 6. Others involved in meeting the boat, other than the ones already identified, were: Roberto C.
