The next page states that ZORRO is the cryptonym and the purpose was to keep AMLASH/Rolando Cubela supplied with weapons and explosives.

Will cable SW content ref letter as soon as received. Appears from cover letter AMLASH/1 (Rolando Cubela Secades) and AMTRUNK/10 (Ramon Tomas Guin Diaz) recovered cache placed by AMICE/14 (Miguel A. Diaz Isalgue). Also unhappy with content of cache. Hopefully ZORRO cache can be placed near future. 2. Mexico reported DEGRIP/1 successfully delivered AMLASH/1 SW to Ernestina who confirmed receipt to DEGRIP/1 in telecon, expressed thanks; said these 'medicines' urgently needed."
