104-10164-10462: THIS IS REPORT NY-2119-3 194 99-A(S) CREDIT

Circa late April 1963, report from Balog re meeting with Clemard Charles: "After the four hour interview, Charles insisted that we meet 'his good American friend and business partner', George de Mohrenschildt, petroleum geologist and engineer and his wife whose address is 1839-41 Republic National Bank Building, Dallas 1, Texas. De Mohrenschildt told us that he has a Haitian holding company which 'cooperates with Charles' bank in an effort to rework and create certain industries and enterprises. During the past two years he has made several trips to Haiti where he surveyed the interior: He has a tentative agreement with the Haitian government (Secretary of Finance) made through Charles' bank for a complete geological and geophysical survey of the country for US $181,670 and an additional aerial survey for US $85,340 for oil, gas and other minerals."

104-10218-10009: [RESTRICTED]

9/27/66 cable: "Edward G. Tichborn (note: true name Henry Lopez), a long time DYVOUR/Mexico contact agent for political action operations has recently been transferred from Mexico City and assigned to the New York City office of his new cover organization WUSALINE which is a DO (Directorate of Operations) proprietary and a subsidiary of WUSALIFY. Tichborn will accompany WUBRINY-1/Thomas Devine, the witting head of WUSALINE, on a business orientation trip to Costa Rica, Nicaragua, Guatemala and Mexico City 3-10 October."

104-10310-10271 MEMORANDUM:MESSRS. GEORGE BUSH AND THOMAS J. DEVINE Document View

1/30/68 memo by DO/CO Gale Allen to DO/Security: "Since June 12, 1963, (Devine) has been used as a cleared and commercial asset under Project WUBRINY...a personal friend and unofficial foreign affairs advisor to Rep. George Bush of Texas...(his) current role in Project WUBRINY is limited to being a cleared and witting contact in the investment banking firm that houses and manages the proprietary firm WUSALINE." The preceding page mentions that Thomas Devine/WUBRINY-1 was a member of the investment firm of Train, Cabot & Associates, New York.

104-10174-10069: CIA FILE ON (ASSET)

5/22/68, Memorandum for the Record: "Tichborn, by virtue of his association with WUSALINE and WUSALIFY...is in an excellent cover position for this assignment. The undersigned noted that the senior officer of the firm participating with WUSALINE in WUSALINE REDACTED in late 1966 had suggested that a developer of the business be obtained. This overture was followed by TICHBORN's exploratory trip in June 1967. Subsequently, a WUSALIFY company for which TICHBORN is a legal consultant, followed up on TICHBORN's trip by sending a geologist to assess several abandoned silver properties. In this way, the stage should be well set for TICHBORN as outlined in the cover letter prepared by WUBRINY-1."

https://en.wikipedia.org/wiki/John_Train_(investment_advisor)

John Train (born 1928) is an American investment advisor and author. He attended Groton School and Harvard University (B.A. and M.A.), where he was head of the Lampoon and the Signet Society. In 1953, he co-founded and became the first managing editor of The Paris Review, which won attention by publishing extended interviews with such authors as Ernest Hemingway, Thornton Wilder and William Faulkner... As seen below, the formation of the Paris Review was a project begun by the CIA and the Congress for Cultural Freedom (QKOPERA).

Patrick Lawrence, "How the CIA Tricked the World's Best Writers", The Nation, 5/31/17: https://www.thenation.com/article/cia-tricked-worlds-best-writers/

Lawrence interviews Joel Whitney, the author of "Finks". Whitney states, " The Congress for Cultural Freedom was within the OPC. There were a number of fronts that they wanted to beat the Soviets out of: labor, students, and culture being just three of them. Eventually they were doing stuff in refugee relief. They had penetrated the IRC [International Rescue Committee], in their way, which was another interesting story, but the Congress for Cultural Freedom’s main outlet was the almost three dozen magazines that the CIA directly created. What was interesting to me is they also started working with other magazines (Note: see John Train's Paris Review) that they saw as friendly, which would vastly expand their influence on intellectuals...The CCF was headed by this guy called Michael Josselson. They created magazines, they sponsored symphony orchestras and junkets. I think the first things they did were these conferences that were intended to be the West’s answer to the World Peace Council... I wanted to sort of bridge the gap—to break down the wall between the Cold War and the cultural Cold War, and to marry [the latter] with those great books, by people like Stephen Kinzer, of political assassinations and the CIA’s legacy of ashes. I wanted to marry the legacy of ashes to the legacy of letters and see if they were the same tale. I think they are."

Branko Marcetic, "Don't Be Fooled By the Trump Spat - The CIA is Not Your Friend", In These Times, 2/7/17: http://inthesetimes.com/article/19874/the-cia-spread-fake-news-before-trump-did-finks-paris-review

The book's afterword examines Paris Review co-founder John Train’s role as a conduit for CIA money in Afghanistan during the 1980s Soviet invasion, financing various propaganda ventures and embedding the media with stories favorable to the agency’s chosen narrative.

In a description of the Train group: "The company is composed of six partners. They are Francis H. Cabot, chairman of the Board, Adams Nickerson, member of the board, John C. P. Train, member, Thomas J. Devine, vice president, and K. H. Lidstone, counsel, all of New York City; and Alman J. Taranton, president of the board and managing partner, of Scottsdale. Each of these men just named is a member of a board of trustees of a trust fund. Each of the funds is composed of the personal investments of some of the oldest and most influential families of the United States, most of whom are east coast residents. The list sounds a little like a blue book listing. The individuals involved in the trusts prefer to remain anonymous. They particularly like Yuma County, the people here who do not recognize them, and the Yuma climate and like to visit here.
