While DDO would apparently be the Deputy Director of Operations, a person, the context of this crypt makes it fairly clear that an organizational component is being referred to.

This 1993 CIA document lists various crypts and their definitions. WOMACE is identified as "DDO." Note that DDO might plausibly mean Deputy Director of Operations, but other documents indicate that an organization component is being referred to.

104-10256-10408: CABLE - SUBJ WAS MEMBER WOHIVE JULY TO DEC 45

This cable states that the subject "was of interest to WOMACE component July 59..." This is one of the records that WOMACE refers to an organization rather than person, presumably the Directorate of Operations.

104-10408-10241: OPERATIONS-GENERAL-SECURITY AND CONTROL OF OPERATIONS

This document is something of an anomaly - using the WOMACE crypt in 1961, whereas other uses of WO crypts seem to date from 1967 onwards.
