Unknown identity. WIZARD-4 was possibly a officer, or a civil employee, based in an unknown air force in the Congo in the 1960's.

Discussion:
A cable from Leopoldville in November of 1961 stated that "WIROGUE (David Tzitzichvili) reported 9 Nov WIZARD-4 wishes purchase 2 Bristol marauders and 2 DC-4 transports."

The Wikipedia entry for the Douglas DC-4 states that "the Douglas DC-4 is an American four-engined (piston), propeller-driven airliner developed by the Douglas Aircraft Company. Military versions of the plane, the C-54 and R5D, served during World War II, in the Berlin Airlift and into the 1960s. A cable on August 28, 1961, mentioned that WIROGUE-1 was aware that Guthman was in contact with WIZARD-4.

A cable on December 2, 1961, stated that "(Station believes WIZARD/4 might well discharge W (note: WIROGUE-1) if latter makes trip without direct approval). W told ODUNIT (U.S. Air Force) rep he in influential position with WIZARD/4 but admitted to Salvack that his position very weak...WIZARD/4 recently mentioned W to Guthman, indicating displeasure with W's free wheeling tactics. As result have not passed W any funds authorized DIR 25730*.

WIZARD-4 appeared on CIA card lists for memoranda in June of 1975. WIROGUE was also included.

Knew Bettelheim only be first name. Aware Guthman in contact with WIZARD/4. Was used pass money to WIBOTTLE in hospital. Station using apartment W/1 rented as safe apartment and has post office box under W/1 name."

11/07/61: Cable from Leopoldville to Director (Beitelheim Acting): RYBAT WIROGUE: "1. WIROGUE (W) came TPELIDE (note: to the embassy) late afternoon 7 Nov. Since Aira, assistant air gone, called Salvack. Said GOC (Government of Congo) wishes purchase 10 to 12 light fighter planes, hire mercenary pilots and mechanics. One prospective pilot already interviewed. (W forgot name naturally). Asked guidance what type plane GOC should buy. WIZARD-4 wants answer morning 8 Nov. Salvack only answered he not air officer and W should talk with acting Aira, Stogner. W said GOC has 100 million BCF to spend on planes pilots mechanics. 2. WICLAM reported GOC general staff impressed efficiency Katanga army and discussing hiring mercenaries themselves. 3. Defer HQs for dissemination of above. Informing GPOTHER in case he wishes pass UN."

11/00/61: Cable from Leopoldville to Director (handwritten: Relay to LOND AF tempo): RYBAT WIROGUE: REF LEOP 2365 (IN 18883): "WIROGUE (David Tzitzichvili) reported 9 Nov WIZARD-4 wishes purchase 2 Bristol marauders and 2 DC-4 transports. Acting Aira loaned WIROGUE book on aircraft which GOC (Government of Congo) studied to select planes wanted. WIROGUE said GOC sending two men to England arrange purchase which must be made in two weeks, WIROGUE to begin wearing CNA (?) uniform, being sent Luluabourg to 'study situation.'"

11/21/61: Cable from Leopoldville to Director: RYBAT WIROGUE: REF LEOP 2443 (IN 24145)* "1. WIROGUE (W) contacted Guthman 18 and 20 Nov. At first meeting claimed he now close advisor to WIZARD-4 but said to maintain position he needs KUBARK (CIA) help. Requested LEOP bring his name into conversation with WIZARD-4 and/or other WIZARDs and refer to him as outstanding German commando type during World War II...2. At 20 Nov meeting W said he had just come from WIZARD-2's office. Alleged WIZARDs-2 and -4 wish send him PBPRIME (U.S.) within next few days to purchase military aircraft. When questioned on this subject he stated WIZARD-2 told him of Soviet offer of planes and indicated he wished obtain planes elsewhere to avoid being forced by public opinion to accept Soviet aid offer (see LEOP 24524 (IN 24525). W claims WIZARD-2 admitted it would be difficult for him to continue refusing Soviet offer for any length of time if he unable obtain planes in West..."

11/29/61: Dispatch from COS, Leopoldville to Chief, AF (Info: Chief, EE): Subject: ZIBET/WIROGUE: "1...First, WIROGUE (David Tzitzichvili) had endorsed sending one of the advisers with the Congolese Air Force to Europe to purchase planes and later found WIZARD/4 was at least cognizant of a second GOC (Government of Congo) representative sent to Europe on the same mission...WIROGUE was incensed at the move of the GOC in sending a parallel mission to Europe and not informing him of it. He saw WIZARD/2 and asked about this other mission. WIZARD/2 apparently informed WIZARD/4 about WIROGUE's visit and since then, for a period of the last five days, WIZARD/4 has refused to see or talk to WIROGUE...The ODOATH (U.S. Navy) representative evinced interest in this model and through the ODUNIT (U.S. Air Force) representative, whom WIROGUE has seen on several occasions and discussed the problem of purchasing planes for the GOC, the ODOATH representative was aware that WIROGUE has an Ordre de Mission signed by WIZARD/2 to travel to PBPRIME (U.S.). He said for WIROGUE to inform him when he was ready to depart and he would arrange for WIROGUE to contact appropriate ODOATH people in PBPRIME to discuss the model. 4. WIROGUE approached Guthman on November 24 and Salvack on November 29 with a request whether he might be of use to KUBARK (CIA) either in Africa or elsewhere in the world, and that he would like to be taken back into the fold...(Signed) Lester H. 08/06/66: Cable to Director: WIQUIT SECAROB: "1. SECAROB/1 (probably Major Michael Hoare) has received letter from Wicks dated 31 July return address 56 Montague Square London W1 saying Wicks has received word that Wicks remains on full salary and coup delayed for two or three months. SECAROB/1 should reply in general terms if he still interested. 2. SECAROB/1 notes he was interested listener to Wicks on 11 July. Did not take negative attitude (handwritten: bar Peters press conf). 3. SECAROB/1 requests guidance on content his reply to Wicks. Meanwhile is mailing Wicks letter to Pretoria. 4. Additional development, possibly pertinent to SECAROB/1 upcoming dealings with Wicks, SECAROB/1 on 5 August received from WIZARD/4 air ticket to London, promised when SECAROB/1 left Congo, and would like use it. This suggests SECAROB/1 meetings London with Wicks. 5. SECAROB/1 book turned down. Returned from publishers 5 August. 6. Advise."
