Cryptonym: WIPEGASUS

Definition:
CIA project/operation in the Congo in the 1960's. CIA officer William A. Robertson ("Rip") went on a tour of duty to the Congo in 1964. CIA agent/asset Ricardo Morales Navarrete (AMDESK-1) was briefly involved in this project.

Also involved in the WIPEGASUS project were AMTYKE-7 (Manuel A. Rivero Coloma), AMDESK-2 (Angel Manuel Benitez Benitez), and AMTABBY-61 (Alfredo Fernandez Martinez). In addition, Alberto Perez Martinez was part of the AMTABBY group until he and several others had their POA's cancelled in May of 1963. Perez went on to take part in WIPEGASUS. See 124-90106-10092, p 4: On June 18, 1963, Jorge Delio Rodriguez-Triana was one of the "Cuban Raiders Ordered Not to Depart" from Dade County, Florida. In a dispatch on February 13, 1964, Rodriguez was listed as being a close associate of AMDESK-1. Orlando Garcia Duarte was also involved in WIPEGASUS. A cable in April of 1961 mentioned that he was one of the transfers from JMMOVE (the Belle Chasse Louisiana ammunition dump). A handwritten note next to his name stated that he was reported as a possible Castro agent in December of 1960.

The current OA for Subject is amended to include use by SOD in (REDACTION) PM activities under Project WIPEGASUS. 2. Subject of 201-744305 has a POA with an OA pending receipt of a favorable investigation. His POA has been extended and amended accordingly. 3. This will confirm oral amendment of Subject's clearance on behalf of WH/SA/MOB/PM..."

11/24/64: Memo from W. M. Knott, Chief, Alien Affairs Staff, to file: (Note: The beginning of memo contained the same names which would appear in the 1968 CIA document on WIPEGASUS): "1. On 24 November 1964 Bob Gambino, SOD/SO, called and said that subjects will probably be returning to the U.S. around 30 November 1963. 2. On 25 November 1964 (REDACTION) SOD/SO, advised that the arrival would be in the first week of December 1964. 3. On 30 November 1964 (REDACTION) advised that all but AAC-1142 (Note: Ricardo Anibal Morales Navarrete) and AAC-1143 (Note: Alberto Perez Martinez) would be returning on about 5 December 1964 at midnight on an Agency C-118. 4. On 1 December 1964 (REDACTION) advised that subjects (except 1142 and 1143) would probably arrive at Andrews Air Force Base, Md., at about midnight on 5 December 1964 on an Air Force C-118, with tail number 3820. He said that Bob Gambino, (REDACTION) and Dr. (REDACTION) M.D., would also be aboard. He said that the plane would also have loose cargo as follows: outboard motors, radio beacons, silence weapons, other weapons, commo gear, medical equipment and parachute drop equipment. He also said Gambino may be carrying some TSD material. He stated that James Fitchett, under (REDACTION) cover, would be there to transfer subjects to a C-54 for further travel to Camp Pickett and that Fitchett would meet the Customs and I&NS men at Base Operations. 5. On 2 December 1964 I advised Lawrence Fleishmann, Deputy Commissioner of Customs of the arrival and told him of the type of gear aboard. He said he would have his man meet Fitchett at Base Operations. 6. On 3 December 1964, I advised Frank Braden, I&NS, of the arrival of subjects and the other passengers and that Customs and his man should meet James Fitchett at Base Ops."

All members team will derive satisfaction if one then allowed remain LEOP look after Perez and accompany him U.S. Cadick/Rip Robertson and Station agree. 2. Ricardo Morales has volunteered for duty. Request authority retain him. Advise. 3. Morales is intelligent English-speaker who should cause no security problem. His minor wound all but healed. 4. Will retain his I-512 for U.S. reentry. *Perez earliest possible discharge 15 8 Dec."
