February 1964: The obvious question about EVLUCID-1 (probably Leon Cantave) and his ambition relates to his ability to launch an invasion. As soon as Valdivia reported that he was in touch with EVLUCID-1, he (Valdivia) was "instructed to telling EVLUCID-1 that he would participate in an exile movement and would commit a number of trained Cuban soldiers if EVLUCID-1 showed proof of his strength by letting Valdivia see EVLUCID-1's arms and review the commitments made to EVLUCID-1 for transportation facilities and additional funds required to launch an invasion. Valdivia met with EVLUCID-1 several times between 2 February and 10 February. On 9 February EVLUCID-1, after suggesting that he actually had the support necessary to launch an invasion, admitted to Valdivia that as of that date he had no arms..."

In August 1963, UOAMBER-6, a Cuban national, was interviewed by the JMPALM (operational and intelligence information that began with a focus on Haiti in 1963, and expanded to cover concerning Caribbean exile politics and the Caribbean political situation) Case Officer to review his past association with the Duvalier regime. Later JMPALM, following a lead made available by the KUJUMP (the Domestic Contact Division) office in Miami, recruited UOAMBER-8, a U.S. national who later developed a close relationship with UOAMBER-10, an official of the Haitian Consulate at Miami. 6. In February 1964 EVLUCID-1 (probably Leon Cantave) appeared in the Miami area and started a chain of events which subsequently involved a number of JMPALM assets. UOAMBER-6, following JMPALM instructions, met EVLUCID-1, gained his confidence, and was subsequently appointed by EVLUCID-1 as the Military Commander for all EVLUCID-1 forces which, although few in number, were of sufficient import to warrant close monitoring by JMPALM. The significance of the appointment, however, was that it gave UOAMBER-6 an intimate exposure to EVLUCID-1 and the latter's ambitions, contacts, plans and objectives. During the months of May and June 1964, UOAMBER-8 was also instructed to make contact with EVLUCID-1 in order to monitor UOAMBER-6 information as a cross-check on this Cuban national whose reporting was proving to be of interest. It was during UOAMBER-8's initial contact with EVLUCID-1 that EVLUCID-1 insisted on contacting Cuban front groups in order to obtain financial support, equipment and money to help EVLUCID-1 in overthrowing Duvalier..."

It was evident that neither UOAMBER-6 nor UOAMBER-8 was able to disregard EVLUCID-1's (probably Leon Cantave) desire to meet with the Babun group. Accordingly, UOAMBER-3, a long-time friend of the Babun group, was instructed by JMPALM to strengthen his relationship with the Babun group on the pretext of using the group as a means to obtain the release of several friends of UOAMBER-3 in Cuba. He would thus be placed in a position to monitor the Babun group in their dealings with EVLUCID-1 and his followers. UOAMBER-2, a Cuban national and Principal Agent for JMPALM, in the meantime succeeded in obtaining part-time employment with the Babun group and thus become aware of a number of Babun deals including Babun's desire to support EVLUCID-1..."

12/4/64 CIA memo: Source is UOAMBER-6, mentions that a "straw man used" re meeting between Pedro Valdivia Masferrer and Rodolfo Masferrer. Rodolfo passed on message from his brother Rolando Masferrer who said that Paul Toussaint did not have a chance of succeeding in his plan to overthrow Duvalier because the US government considered Toussaint to be pro-Communist.
