Vladimir Secen. A memo in December, 1970, stated that Secen was of operational interest to CIA as an occasional source of information on Caribbean matters between 1963 and 1966.

Discussion:
Secen was born in Croatia and became a naturalized citizen of the Dominican Republic. He told the FBI in 1962 that he had held the rank of Lieutenant Colonel in the Dominican Army.

A cable from JMWAVE in the middle March of 1965 stated that on February 28th UOAMBER-4 visited the office of Rodolfo Masferrer, brother of Rolando, who was a dentist. Rodolfo Masferrer told UOAMBER-4 he had received a letter from Rolando, in which the latter claimed he was visited in his New York office by two U.S. Government officials on an unspecified date.

They allegedly asked him if he ready participate armed action against Cuba. He replied he was and had been preparing himself for action from first days his arrival U.S. He indicated in his letter that for first time he under consideration by ODYOKE? 03/03/66, Airtel from SAC, Miami to Director: "After recontact on 2/28 and 3/1/66 by this office requesting desired information re Vladimir Secen, finally, on 3/3/66, CIA (covert) furnished what is supposed to be 'complete' information regarding Secen in the form of a page and one quarter memo dated 3/1/66, which states in part as follows: 'Subject has remained of operational interest to this office during 1965 and 1966. In addition to undertaking certain activity on our behalf against the Cuban target Subject has reported any information which has come to his attention concerning various activities by Latin American groups and personalities resident in the United States or traveling through the United States..."
