Vladimir Secen. Was described as an occasional source of information for the CIA on Caribbean matters between 1963 and 1966.

Discussion:
Secen was born in Croatia and became a naturalized citizen of the Dominican Republic. He told the FBI in 1962 that he had held the rank of Lieutenant Colonel in the Dominican Army. In regard to the March 1965 CIA cable, UOAMBER-4 probably visited the office of Rolando Masferrer's brother, Rodolfo, who was a dentist.

Edmiston of Miami Office: Page 4: ...."On May 21, 1962, Vladimir Secen, 235 Salamanca Street, Coral Gables, Florida, advised that he was a Croatian by birth and now is a naturalized Dominican citizen, and had held the rank of Lieutenant Colonel in the Dominican Army."

09/19/63, FBI Report from Miami, Florida: Titled: ROLANDO ARCADIO MASFERRER ROJAS: Page 23: ..."He stated, however, that Rodolfo Masferrer, a brother of Rolando, was at the home of Alvarez several days previously to treat Alvarez' teeth, as Rodolfo is a dentist by profession."

03/15/65, Cable from JMWAVE: Slugline TYPIC YOBITE UOAMBER (Handwritten note: = Vladimir Secen): "On 28 February 65 UOAMBER-4 visited office of dentist (REDACTION) who told source he had received letter from his brother (REDACTION) in which (REDACTION) claimed he was visited in his (REDACTION) office by two ODYOKE officials on unspecified date. They allegedly asked him if he ready participate armed action against Cuba. He replied he was and had been preparing himself for action from first days his arrival U.S. He indicated in his letter that for first time he under consideration by ODYOKE? He estimated he could immediately round up 300 to 400 men."

03/03/66, Airtel from SAC, Miami to Director: "After recontact on 2/28 and 3/1/66 by this office requesting desired information re Vladimir Secen, finally, on 3/3/66, CIA (covert) furnished what is supposed to be 'complete' information regarding Secen in the form of a page and one quarter memo dated 3/1/66, which states in part as follows: 'Subject has remained of operational interest to this office during 1965 and 1966. In addition to undertaking certain activity on our behalf against the Cuban target Subject has reported any information which has come to his attention concerning various activities by Latin American groups and personalities resident in the United States or traveling through the United States..."
