Cryptonym: UNSNAFU-19
Carrillo dismissed Luis Enrique Trasancos, a CIA penetration agent (UNSNAFU-9), after a heated argument in the embassy in Paris in March 1965. The argument culminated in Carrillo firing a shot near U-9 from an automatic pistol.
AMWHIP-1 used UNSNAFU-19 as a source in a CIA cable of early October 1964. Carrillo went on to testify in the trial of Rolando Cubela (AMLASH) in Cuba in March 1966. Also, he was sacked by Fidel Castro as Cuban Vice-Foreign Minister in November 1966 (having been appointed in June of that year).

UNSNAFU-9 states AMLASH-1 seems discouraged and 'unhappy' with attitude U.S. which apparently in conflict with him regarding steps take with AMTHUG (Fidel Castro). AMLASH-1 asked UNSNAFU-5 if Kymingham still PARI. Told no, he asked if Stockwood here. UNSNAFU-5 stated he thought so. AMLASH-1 did not however request meeting. 3. AMLASH/1 admonished UNSNAFU/9 stay clear of Cayo Confites or risk being fired by UNSNAFU/19. 2. To help preserve AMWHIP/1's entree to Cuban installations and his rapport with UNSNAFU/19 request QUSPORT/1 be briefed never disclose he worked for or close association with AMWHIP/1." Reference arrived at opportune moment for comment, UNSNAFU-9 (Luis Enrique Trasancos) dismissal by UNSNAFU-19 after argument at Cuban Embassy March which culminated with U-19 taking shot at U-9. Sequence of events as follows: U-9 telephoned Gloaden early morning 20 March and stated he determined go embassy to 'have it out' with U-19 who, as known to PARI, has been riding U-9 particularly hard since departure AMLASH-1 (Rolando Cubela Secades) in Feb. C/O met with U-9 after confrontation with U-19. U-9 stated that final straw was afternoon 19 March when U-19 accused U-9 of stupidity in front other employees after U-9 had finished typing several hundred cocktail invitations instead of writing by hand. U-9 states U-19 had seen him start typing invites and said nothing until he finished, thus U-19 action intentional. U-9 decided working conditions unbearable and had to come to understanding with U-19. 2. U-9 went to embassy and got U-19 out of bed. Told U-19...and this understanding personal between them and nothing to do with revolution. U-19 countered by stating U-9 did no work at embassy, was 'dirty CIA agent' and that he fired. U-9 replied that this OK but 'lets step outside and settle things like men.' U-19 refused. At this point U-19 wife, who had been listening outside door, rushed in hysterical and dragged U-19 into living quarters. 3. U-19 returned almost immediately with small automatic pistol and fired one round into floor by U-9 feet. Staff who present including U-26, U-24 replacement, and others, restrained U-19 from shooting again and U-9 beat hasty retreat out back door...5. U-9 met with UNSNAFU-14 (Juan David Posada) on 22 March. U-14 stated that U-19 had said nothing in embassy that morning but had sent long coded cable to Foreign Ministry, undoubtedly dealing with U-9 case...U-9 hopes get further info on what action A-19 taking via U-13 and U-14 and possibly AMBALD-2..."

04/15/65: Dispatch from COS, Paris to Chief, WE (Info: Deputy Chief, WH-SA): "1. Transmitted under separate cover is a copy of the cable mentioned in paragraph 3 of Reference C. As will be seen, the text of this cable differs a great deal from that suggested in Reference A. We discussed the Reference A suggestion within the Station, and, in essence, with UNSNAFU/9 (Luis Enrique Trasancos). We came to the conclusion that such a strong personal attack on UNSNAFU/19 would probably accomplish little since UNSNAFU/19 had already sent in his version to Havana and could be expected to have the backing of most or all of the Paris Embassy personnel - despite noble claims to the contrary made privately to UNSNAFU/9 by UNSNAFU/14 (Juan David Posada) and AMBALD/2 (Juan Arcocha Barcelo). Also considered, especially by UNSNAFU/9, was the possible effect such action might have on AMLASH/1 (Rolando Cubela Secades). UNSNAFU/9 was, and still is, very reluctant to take any action which might adversely effect AMLASH/1 or force AMLASH/1 into a position not of his own choosing, i.e., to have to take up the defense of UNSNAFU/9 without being able to choose his own time and place. 2. We are trying to get the story into the press here, as stated in Reference C, and will advise you of any results obtained. Fact that CIA surfaced story unknown to UNSNAFU/9 (Luis Enrique Trasancos). 2. Presume DIR will wish clips sent LA stations for replay. Please advise. PARI has addresses for mailing clips contained DIR 96028. For QUMALT op. If these not sufficient or are changed please forward additions. 3. In addition above, PARI considering mailing copies of article to PARI newspapers and LA embassies with covering letter on Cuban Embassy stationery ostensibly from anonymous disaffected member of embassy who wants be sure all know of type ambassador Cubans have. SOURCE: A Mexican intellectual who is a new unwitting reporting asset. Source is in close contact and on friendly terms with Cuban officials travelling to Mexico City. "1. Antonio Carrillo Carreras, who was appointed Cuban Vice-Foreign Minister in June 1966, was ousted from this position by Fidel Castro Ruz on 24 November 1966. 2. At the time of his appointment as Vice-Foreign Minister, he was ambassador to France. In his new capacity, he replaced two Vice-Ministers, Pelegrin Torras de la Luz and Arnol Rodriguez Camps. Carrillo had been appointed to this position with the specific mission or reorganizing and revitalizing Cuban diplomatic installations abroad.
