Unknown identity. UNION-11 visited Cuba in August of 1962, and was apparently sending radio messages to the French Embassy (UNION) for the leader of the UR. UNION-11 was investigating rumors of an impending uprising.

Discussion:
The Mrs. (Maria) Boissevain mentioned in the August 27, 1962, cable, who was the wife of the Dutch Ambassador to Cuba, Digeon W. Boissevain, was involved in the secret talks in 1963 between President Kennedy and Prime Minister, Fidel Castro. Handwritten note just above DD/P Internal Use Only: "Tharpe (scored out). UR." (Note: still a REDACTION at the bottom of page). - - Pages 2-3: Information Report: Country: Cuba. Place & Date Acq.: France, Paris (25 August 1962): "SOURCE: (REDACTION). 1. Members of the Unidad Revolucionaria (UR) reported to the French Embassy in Habana that on 10 August they were invited to attend a meeting on 14 August organized by the Directorio Revolucionario Estudiantil (DRE) and the Movimiento Revolucionario del Pueblo (MRP). The purpose of the meeting was for the three groups to plan a stage of active warfare. The UR was advised by the French Embassy not to participate, but the UR could not convince the DRE and the MRP to reverse their decision for an uprising scheduled for the last days of August, which would result in a general uprising of all internal resistance groups...3. Headquarters Comment: American Embassy, Paris, Telegram No. 984, dated 26 August 1962, reported information from the French Ambassador in Habana on this agreement for a general uprising during the last days of August."

104-10226-10066: CABLE/INFORMATION REPORT RE: LETTER FROM EXECUTIVE OF UR IN CUBA TO SALVADOR GARCIA OLER, ELECTED REPRESENTATIVE OF THE UR IN EXILE

08/27/62: Cable from JMWAVE to Director: Slugline INTEL GYROSE: "SUPDATA: Letter from executive of UR in Cuba to Salvador Garcia Oller, elected representative of the UR in exile. Letter brought out through Mrs. Boissevain, wife of Dutch Ambassador to Cuba. She arrived in US on 24 August and delivered letter to her friend, who turned the letter over to Salvador Garcia on 26 Aug, who in turn passed to station on 27 Aug. In WAVE 7115 (IN 46172) we pointed out UNION-11 information regarding possibility of uprising in Cuba, as the internal groups were seeing the ring close on them with large arrival of Soviet troops and equipment. It pointed out that despite WAVE 7114 (IN 46173) which talked about the possibility of uprising, U-11 in the material he brought had no mention of this fact. Part explained by fact that letter brought out by U-11 dated 10 Aug and met not scheduled till 13 Aug. Subsequently in OPLA 0113, relayed to HQs, a recently arrived Cuban Hector Orlando Garcia Faesm, A12834547, said uprising planned in Cuba for either 30 or 31 Aug, and UR, among others involved..."

August 1962: CIA document: Page 37: ..."AMBLEAK-2 reported that UNION-11 arrived in PBRUMEN (Cuba) late in August to investigate rumors of an impending uprising. The UNION Embassy had been fully aware of UR involvement. AMBLEAK-2 stated that all information known to the Western diplomatic community about the August uprising was learned from UR via the UNION Embassy. UNION-11 was said to have been sending radio messages to the UNION Embassy from 27-31 August for passage to the leader of UR. (152). AMLEO-3 stated that the August uprising was common knowledge among PBRUMEN (Cuban) government officials; that none was concerned about it because the participating groups were said to have been thoroughly penetrated by PBRUMEN security forces.
