Unknown identity. A cable on September 20, 1956, stated that W. Koplowitz would meet with Edward Freers to discuss certain matters in connection with project TPGLARE. Freers was among those who dealt with Lee Harvey Oswald's apparent attempt to defect to the Soviet Union in 1959.

Discussion:
TPGLARE was referred to in the correspondence to a memo from Richard Helms, then Deputy Director for Plans, to Director, John McCone, on April 20, 1964, on the plans for the publication of Thomas Buchanan's articles on the assassination of President Kennedy. Project TPGLARE was mentioned in the 1976 Church Committee document on CIA proprietary companies and entities.

Under date of 11 September 1956 this Division requested a liaison clearance be granted to permit Cord Meyer, Stanley RIchardson and Ethel Holton to liaise with subject on matters of mutual interest. 2. To this list of IO personnel who will meet with subject, it is requested that W. Koplowitz's name be added. Mr. Koplowitz will meet with subject to discuss certain matters in connection with project TPGLARE."

Page 305: ..."In a 2 November Dispatch to the State Department, Embassy Charge d'Affaires Edward Freers reported that Oswald had told the Soviets 'he might know something of special interest.' Freers said that in view of the recent Nicholas Petrulli (U.S.) defector case, he proposed delaying the execution of Oswald's renunciation until the Soviet reaction to his request for Soviet citizenship was known. That dispatch was pouched and would not reach the Department for a few more days. However, the 31 October embassy cable (1304) had also mentioned that due to the Petrulli case they proposed to delay the renunciation until the Soviet reaction was known or the Department otherwise advised. The Department's response was swift and stern: If Oswald insists on renouncing U.S. citizenship, Section 1999 (of the) Revised Statutes precludes Embassy withholding right to do so regardless status of his application pending (with the) Soviet Government and final action taken Petrulli case. (981)...Signed personally by Secretary of State Christian Herter, the message to Snyder and Freers was clear: freewheeling in Moscow would not be tolerated..."
