WH Comment: Ref concerned arrival of S-1 in MEXI from Honduras; his training in S/W; and request for additional requirements in event S-1 able to travel to Cuba after briefing by TEGU Case Officer."

He believes she bringing children and wants go Merida meet her. 2. S/1 requested 150 dollars in view wife's visit and to purchase Santa Claus for children. Also mentioned Xmas bonus but did not stress point. 3. Request TEGU decision on amount be given S/1. All payments (unintelligible) will be made in pesos. 4. S/1 assigned by party leaders here live alone in home of (REDACTION). Garcia is director of nearby school where five PCM members temporarily quartered. S/1's wife and children will live with him at above address while MEXI. Next op MTG with S/1 scheduled 20 Dec. SWLUCK-1 (see Ref which pouched 9 Jan) claims Mariano Hippolito Morel A, who lived first at hotel, then with Alvaro Canales Pineda few days and now at school with some 10 others, most susceptible of all PCH members here. He feels being discriminated against, misses family and disgusted lack money and absence living comforts, without work and fears possible arrest and reprisals when and if has infiltrate Honduras illegally. Only medium level members are Jesus Mancias and Jorge Rodriguez Sui. Latter now sick but no indication either susceptible. Morel low level member but appears have as good or better access than S-1..."

On 6 December 1963, a visiting TDYer from Tegucigalpa requested Parmuth to train SWLUCK/1 in secret writing. Training was carried out on 7 December 1963 at a local hotel in the city. SW systems 37 and 58 were used in this operation as per KURIOT instruction in DIR-87130. Forwarded as enclosure 3 is the SW report which is to be sent to SWB. 06/11/64, Dispatch from COS, Mexico City to Chief, KURIOT: Page 4: ..."7. Flaps and Seals Operations: a. Lee R. Mylechraine informed Francotte that he would require his assistance for a flaps and seals operation planned for the night of 19 May. That evening, twelve letters were passed to Mylechraine from SWLUCK/1 who was acting as a FJSTEAL courier between Mexico City and Guatemala. Ten of the twelve letters were selected as being of importance, and one of the ten was of definite interest to the Station. This particular envelope had been folded by the originator and sealed with scotch tape. Francotte was successful in opening and revealing all ten of the letters in the time allowed. Mylechraine did not receive the package until 2330 hours and the letters were required to be returned to SWLUCK/1 no later than 0100..."
