On the evening of 22 July 1964 Alfredo Mirabal Diaz, attache of the Cuban Embassy in Mexico, met under clandestine circumstances, with members of the Partido Comunista de Honduras (PCH - Honduran Communist Party) who are in favor of the Peiping line, namely, of immediate and violent overthrow of their government. Those present included Jorge Arturo Reina Idiaquez, Dionisio Matute Gutierrez, Carlos Falck Contreras and Marcelo Alberto y Roman, Honduran exiles in Mexico City. 2. Mirabal was in complete control of the meeting. He told the Hondurans that the Cuban Government would help them to get started by supplying arms and funds, but that this support would be withdrawn as soon as possible after the Hondurans were established in the mills, where they would be expected to loot for their survival. Mirabal went to great lengths to explain that the Cuban Government must never be involved publicly in the venture, and he designated Reina and Alberto y Roman as personally and completely responsible for any disclosures which might ever take place. Reina and Alberto y Roman agreed to take any and all blame in the event of capture...3. Reina was designated by Mirabal as his liaison to coordinate future activities. In the event that Harold Martinez, Nicaraguan revolutionary in Costa Rica, could not accept leadership of the guerrilla band, then Alberto y Roman would be named leader. The band was expected to start harassment operations against the Honduran army from the mountains in Honduras, bordering on Guatemala, at the beginning of the rainy season in Honduras, around late September or early October 1964..."
