06/08/68: Cable from Ottawa to Director: REF DIRECTOR 06669* KEYWAY: "1. Able reach SMABOVE/9 who says ref case is CIB matter not involving SMABOVE (Royal Canadian Mounted Police, Security and Intelligence), that CIB has already passed all details to local LNERGO (FBI) rep, and that most expeditious way obtain details would be to consult LNERGO HQs. LNERGO rep confirmed and concurred with above. He also said his HQs probably has details re second Canadian passport issued Lisbon which not available here. 2. SMABOVE/9 says Galt, using alias Raymond George Sneed, obtained Canadian passport about 25 April 68 in Ottawa, applying from Toronto, through 'flaw in passport system.' Later, he got second passport from Canadian embassy in Lisbon claiming first had been mutilated. Apparently SMABLE (Royal Canadian Mounted Police) uncovered alias by search of 400,000 passport application photos and handwriting comparison. 3. Will check with SMABOVE again 10 June, when they all available for business, and will send any significant info obtained. *Requested any details from liaison re reports that James Earle Galt, arrested in London, had Canadian passport."

01/13/2015: Obituary to John Starnes in the Toronto Star: Headlined: "John Starnes, legendary Canadian spymaster, dead at age 96: OTTAWA — John Starnes, a legendary Canadian spymaster who became the first civilian head of the RCMP’s Security Service Directorate, has died at the age of 96. Starnes was an intelligence officer during the Second World War and then became embroiled in the murky world of Cold War intrigue and counter-espionage. He moved in secretive circles within what was then known as the external affairs department, now Foreign Affairs, and worked with diplomats, senior bureaucrats, politicians and covert operators. In his 1998 memoir, Closely Guarded, he described what he called the frustrating, seductive and unusual world of security. He was appointed head of the RCMP counter-intelligence operation in 1970 at a time when the country's security apparatus was under government scrutiny — a process that eventually produced the Canadian Security Intelligence Service. In addition to his security work, Starnes also served as ambassador to Germany, Egypt and Sudan. After his retirement, Starnes turned to writing spy novels about sleeper agents and moles. He died in Ottawa on Dec. 23."
