06/11/62: Memo for the record No. 336: "1. At my meeting with Dr. Miro Cardona on 7 June he gave me a copy of a report which he had received from a source in San Juan, Puerto Rico which is dated June 4, 1962. He stated that he could not vouch for the value or reliability of this information but was giving it to me for such consideration as deemed appropriate. 2. Following is a translation of this memorandum: Strictly Confidential Report on Activities Carried Out on Puerto Rico with International Importance by the MRP. Everyone knows the predominant tendency among the most important representatives and figures of the regime which is in control in Puerto Rico. Very wisely, this group pf men, directed by the Governor of Puerto Rico, who exercises a unipersonal influence on the political activities of his collaborators, has achieved, sacrificing their most dear aspirations, which are those of independence, the necessary economic welfare for the maintenance of the existing team in power with the approval of the majority of the people. Also it is evident that in this way they are able to create the property and services necessary in order to consider that at the right time the mission is completed. Among these men we can cite, besides the Governor: Mr. Laboy, his secretary, Mr. Pico, Mr. Benitez, Mr. Moscoso, and others. We cannot determine exactly how contact was established between these men and Mr. Manolo Ray and Felipe Pazos, but it is evident that from the very first they showed their backing towards these individuals..."

10/08/62: Memo for the record from Patrick I. Karnley (probably Ken Crosby): Subject: Notes on Manolo Ray: ..."2. In conversation with Luis Laboy on 8 October, he also made some revealing comments about both Manolo Ray and JURE. First of all Laboy does not believe that Ray has any real significant following among Cuban exiles. He sees Ray as a very honest person completely motivated by patriotism but that he is almost completely lacking in the qualities of a politician which are necessary to assume a position of leadership among the Cuban exiles. According to Laboy, Ray by his bluntness has alienated a large majority of Cuban exiles. He said that even some of Ray's oldest and closest associates, e.g. Cisneros, are not at all happy with Ray these days...4. Laboy also confided that Ray is now a problem to the Puerto Rican Government..."
10/30/62: Cable from San Juan to Director: "1. AMBANG-1 (Manuel Ray Rivero) departed abruptly 29 Oct for Miami to confer with assembly exiles on what course their efforts now take. 2. According (REDACTION)DIKE-1 trip is in response to urgent call from Cisneros but also for purpose follow-up contact with wife of Brazilian Ambassador to Moscow who visited SJAN several days ago expressly to see AMBANG-1. 3. AMBANG-1 said to be close friend Laitau da-Cunha since days when he was Brazil Ambassador in Havana. Expect have further info on this when AMBANG-1 returns which expected be not later than 31 Oct."
01/04/63: Cable from San Juan to Director: "1. Following from (REDACTION)DIKE-1 4 Jan. 2. In casual meeting 3 Jan AMBANG-1 (Manuel Ray Rivero) told (REDACTION)DIKE-1 his organization currently concentrating on infiltrations Cuban militia through which hopes ultimately effect assassination Cuban Govt hierarchy. AMBANG-1 apparently convinced this only possible way bring about situation which permit overthrow Communists. 3. A-1 said they not abandoning effects to reorganize large scale underground but feels it necessary undertake drastic measures to get in early and decisive blows against Castro regime. 4. In usual general terms A-1 repeated feeling he isolated from ODYOKE (U.S. Government). In this connection A-1 told (REDACTION)DIKE-1 that while he finds Karnley (probably Ken M. Crosby) very compatible and trusts him he cannot distinguish Karnley from ODYOKE policies which back 'Miami crowd' and therefore does not expect anything very constructive come of that contact. 5. A-1 reported arrival of Soviet ship at Cienfuegos 10 Dec (unintelligible) heavy and well covered equipment. Strict security measures enforced during unloading for which only Soviet personnel used. 6. AMBANG-1 departing SJAN for Caracas 6 Jan. In 5-day visit will confer with local JURE reps and pick up receipts their fund raising efforts. A-1 reputedly has previously received $13,000 from CARA. Local receipts estimated at $10,000. In (handwritten: Louis Laboy) meeting 21 August SKDIKE-1 said AMBANG-1 has informed SKDASH-1 (handwritten above: Munoz) of his intention resign position with P.R. govt at end of this year. 2. AMBANG-1 told SKDIKE-1 he resigning in order free himself to make final preparations for his return to PBRUMEN (Cuba) which intends be not later than May 1964."
04/10/64: Cable from JMWAVE to Director: Slugline RYBAT TYPIC YOBITE AMBANG: "Max Lesnick, principal assistant of Eloy Gutierrez Menoyo, SFNE-Alfa-66 leader, visited SJAN 28-31 Mar 64 at invitation Enrique Nunez, JURE propaganda officer. 4 April Lesnick gave AMRAZZ-1 FOLL account his conversations with Manolo Ray and others...G. Santiago Polanco Abreu, speaker Puerto Rican House, told Lesnick both he and Munoz Marin will do everything possible help JURE. Luis Laboy, Munoz secretary, a 'fanatic' Ray supporter. Lesnick convinced Ray support very heavy among important Cuban exiles and in press circles. A-1 feels Lesnick showed re exile support Ray. No index."

04/30/64: Dispatch from Chief, JMWAVE to Deputy Chief, WH/SA: "1. During late March 1964 AMHIM-2 was in San Juan, Puerto Rico, attending the labor congress which was sponsored by...JURE...led by Manuel Ray Rivero. On 22 March, AMHIM-2 attended a luncheon at the Zaragozana Restaurant with Miguel A. Quevedo, director of Bohemia Libre, and Luis Laboy, personal secretary to Governor Luis Munoz Marin. Laboy made the following remarks about Manuel Ray Rivero and his plans to infiltrate Cuba. 2. 'Among Ray's plans, there is a plot to kill Fidel Castro. After Castro is eliminated, an internal uprising will take place to liquidate the Castro Government and Ray will take over. Ray has people who pretend to be Castro's allies. They are within the government and the armed forces, but they will follow Ray's line. Munoz Marin believes that Ray and a group of his people will infiltrate Cuba, and that once there, he will be capable of overthrowing Castro and the regime. We sympathize with Ray,' said Laboy, referring to Munoz Marin's adherents. 'Ray wants to end his work with the Puerto Rican Government and devote himself entirely to the revolution against Castro. Jamaica has offered Ray a good job, but he refused it because he has the firm intention of landing in Cuba and overthrowing the government...'"
