Unknown identity. A report in December, 1953, stated that SEQUIN was a principal agent for the intelligence nets operating in Guatemala.

Discussion:
SEQUIN was described in a CIA report in around September of 1954 as an administrative coordinator. A cable on 23 January, 1954, mentioned that the U.S. State Department had reported the previous day that SECANT (Major Enrique Trinidad Oliva) was under arrest and SEQUIN's house had been searched by Guatemalan police. A telegram on 31 January, 1954, stated that SEQUIN was known by Delgado (probably Jorge Isaac) and SECANT. A report on Operation PBSUCCESS in around November of 1954 mentioned that SEQUIN fled to El Salvador early in February 1954, after the White Paper expose, and resumed his operations from that country.

A cable on 28 May, 1954, stated that SEQUIN could be identified as a SYNCARP (the "Junta", Castillo Armas' political organization headed by Cordova Cerna) representative. A dispatch on 4 June, 1954, mentioned that Licenciado Luis Coronado Lira of F.A.G.E. was SEQUIN's general assistant, who along with Alberto Molino Menocal, were the two people that SEQUIN relied on the most.

A dispatch on 12 June, 1954, stated that two of SEQUIN's contacts in El Salvador included Minister of Interior, Lemus, and Salvadoran Ambassador to Honduras, Adolfo Rubio Melhado. Both were former classmates of Carlos Castillo Armas' at an air force school in the U.S. Another contact of SEQUIN's was Manuel Diaz Sal, Captain of Ilopango Airport. A cable on 26 June, 1954, mentioned that SEQUIN had advised that communications between himself and Castillo Armas had been handled in the past by Jorge Isaac Delgado, a Costa Rican national resident of Nicaragua, who piloted a small plane and travelled between Central American countries. SEQUIN's pseudonym was apparently Ingeniero Viniteco.

HONDURAS..."The first group is controlled by a resident principal agent (SEQUIN) who reports via couriers directly to RUFUS (Carlos Castillo Armas) and who acts as a principal agent for the nets operating within Guatemala...Since SEQUIN is living in Guatemala City and is unable to leave...The entire RUFUS intelligence structure in Guatemala is controlled and run by SEQUIN who has RUFUS' full confidence and runs the network at his discretion...Nets in Guatemala: Net #1 - Reporting agent, SISTRUM, a Colonel in (REDACTION) section of the Guatemalan Army General Staff...SISTRUM passes his reports to a friend, (SISTRUM-2), who in turn gives them to his sister, who passes them directly to SEQUIN. Net #2 - Reporting agent, SACHET, a sergeant in the G-2 section of the Guatemalan Army General Headquarters. SACHET is related to SEQUIN, and makes periodic visits to SEQUIN's home to deliver his reports...Net #3 - Reporting agent, SCARLET, a major in the Guatemalan Air Force...SCARLET communicates with SEQUIN through SCARLET-2, a Guatemalan doctor who takes flying lesson from SCARLET...Net #4 - This net is controlled by SHINGLE who allegedly has numerous informants in opposition political groups as well as the revolutionary groups now in power in Guatemala. SHINGLE also controls SLEEKER, a communist party penetration agent, presently employed as a clerk in party headquarters in Guatemala City...SHINGLE's brother acts as a cut-out between SHINGLE and SEQUIN. Net #5 - SEQUIN's contact with his informants in the various military districts is maintained by SONNET, who under travelling salesman cover, visits the interior of the country at periodic intervals and collects reports from informants in the military garrisons..." KUFIRE (Intelligence) estimates compromise from Delgado’s intercepts while acting as courier may be considerable judging from foll items which appeared in White Paper. 2. Delgado and others as indicated fully aware of foll items according to debriefing of Seekford and Calligeris (Carlos Castillo Armas): A. Shipment of arms known by Delgado, Col Somoza, Pres Somoza and Capt Sierra. B. Letter from Calligeris to Pres Somoza known by Delgado, Capt Sierra. Seekford did not have knowledge letter. C. Calligeris’ Nicaraguan passport in name of Carlos Centeno know by Delgado, Pres Somoza, Capt Sierra. D. 06/12/54: Page 2: Report from Wellbank: ..."More about SEQUIN's contacts: Minister of Interior, Lemus, is a contact as is Salvadoran Ambassador to Honduras, Adolfo Rubio Melhado. These men are very friendly but not under control. They were classmates of Calligeris (Carlos Castillo Armas) in an Air Force School in the States. Chief of Police, Quintanilla, is very close to them although SEQUIN has had no direct dealings with him. Manuel Diaz Sal, Capitan of Ilopango Airport is on a very friendly basis with SEQUIN but under no formal control."

(REDACTION) advised ODACID (U.S. State Department) officer 26 January: That he had some time previously been informed by Calligeris (Carlos Castillo Armas) that SEQUIN was Calligeris representative in WSBURNT (Guatemala) and he had previously been in contact with SEQUIN; that deposited SEQUIN (in asylum) in DTFROGS (El Salvador) Embassy 25 January; SEQUIN advised communications between SEQUIN and Calligeris had been handled in past by Jorge Isaac Delgado, alias Chaco, Costa Rican national resident of KMFLUSH (Nicaragua) who pilots small plane and travels between Central American countries, that Delgado arrived WSBURNT 18 January with outgoing communications for Calligeris and others at least one of which signed 'Ingeniero Viniteco', (phonetic) pseudo of SEQUIN, which related to data concerning govt radio station TGW which data prepared (or forwarded) by SEQUIN at Calligeris request, that SEQUIN was subsequently informed by source in national palace that Delgado had made both incoming and outgoing communications available to govt and that he, SEQUIN, had a little time to take some precautions and warn Calligeris; that Luis Arenas proposed trip to KMFLUSH (see reference) was known to SEQUIN; that Arenas had stated on 23 January to KMFLUSH Ambassador he to be flown to KMFLUSH by Gabriel Fernandez (also RCVD Fernaneu), member of Aero Club; that Fernandez (as RCVD) had been arrested night 23 January, could not have flown Arenas, who has not been in contact with KMFLUSH Ambassador since; that KMFLUSH Ambassador has warned his govt against Delgado; that while recent developments had hindered opposition, opposition leaders in asylum are maintaining contact with persons who have not taken asylum. Circa 09/01/54: Index of De-briefing Reports: Pages 80-81: ANNEX F: TACTICAL INTELLIGENCE AND GENERAL by Withheld..."According to information which had been supplied by Calligeris (Carlos Castillo Armas), the entire intelligence organization within the target area was being run by SEQUIN, with the aid of SEMANTIC and SECANT (Major Enrique Trinidad Oliva). A closer study of the situation revealed, however, a picture that was somewhat different. SEQUIN's position at that time could be better defined as that of an administrative coordinator, not entirely responsible for intelligence, but also responsible for coordinating efforts along the PP and PM lines in the target area. SEQUIN's main contribution in the intelligence field was his handling of SLEEKER through SETTLER. The SLEEKER/SETTLER complex had been producing fairly well at that time, but it was felt that much of their production could have been obtained through overt sources...The three key Calligeris men in the target, SEMANTIC, SECANT and SEQUIN, all performed a multiplicity of functions. This not only had an adverse effect on security as far as compartmentation was concerned, but also created serious problems during the last few months of the operations, when the size and diversity of the jobs to be performed made it a humanly impossible task for these three men-and finally only SEMANTIC and SECANT - to be responsible for accomplishing the major part of the task which lay ahead..."
