These case officers approved of the seminar but not the participation of the communist led RCPLANETs from the Central American countries. The ZRAFRAID delegation was led by LIQUIFIER-7, president-elect of ZRAFRAID. In Sept 1963, LIQUIFIER-7 (the new ZRAFRAID president- elect) agreed to a national seminar on literacy. Seminar set for Dec 12-22.

WSACROBAT will invite three or four additional RCPLANET leaders to participate in IDEN D. Friemanis will make recommendations to WSACROBAT on who should be invited. HQS sees this as good opportunity for participation constructive RCPLANET event by station recommended RCPLANET activists. Request station contact in order that final Friemanis recommendations to WSACROBAT may be result of Friemanis station consultation.
