Discussion:
QUGROWL-2 was in contact with Miguel de Leon (AMWORM-1), Manuel Ducal Conde, Rafael Garcia-Bango Dirube, Orlando Bosch (AMDITTO-23), and either LISASSY-1 or Enrique Huertas from late 1964 onward. Possible candidates that may have been QUGROWL-2 include Manuel Lopez Lourido and Jose Llanuza Gobel.

Request soonest traces Alberto Blanco Romariz, born Habana 23 July 1933, ex-captain rebel army, arrived Madrid 2 Sept in refugee status. 2. Subject appeared (REDACTION) WEB office 5 Sept make appointment for customary interview. Said underwent questioning by (REDACTION) but nothing significant revealed. (REDACTION) rep first told (REDACTION)GROWL-2 SUBJ suspected Castro agent. But later said (REDACTION) interest Subject 'purely routine.' We checking (REDACTION) on this. 3. (REDACTION)WEB-1 began normal interview SUBJ 7 Sept to obtain info intel value and toward close meeting abruptly asked SUBJ, who former member Directorio Revolucionario 13 de Marzo, if he knew anyone who came Spain as penetration agent. SUBJ replied 'you now talking to one...'"

10/05/64, Cable from Madrid to Director: Slugline RYBAT TYPIC MHAPRON AMLASH AMWORLD: "1. QUGROWL-2 requested urgent meeting with case officer 4 Oct. Said met with Miguel de Leon (aka: Cucu) 3 Oct which time de Leon revealed some details re plan of action aimed at overthrow AMTHUG Government. Following gist de Leon remarks: Present mission to make contacts among military leaders outside Cuba. De Leon going Paris 5 Oct order meet with (FNU) Sanz and 'Chichi' Quintero (chief asst to Artime) at Gran Hotel. Plans take Alberto Blanco (El Loco) with him. AMLASH-2 also involved but unknown if he going Paris. De Leon and Blanco will return Madrid 9 Oct. Group awaiting unidentified high mil officer leave Cuba order travel Paris for 'summit meeting' with Artime, which hopefully to occur by mid-November. Purpose would be coordinate action, including assassination AMTHUG followed by mil group to take place sometime Dec 64. (Station Comment: Presume mil leader AMLASH-1). Blanco has agreed accept assassin role. De Leon himself planning black entry Cuba to make necessary arrangements. Added that above mil officer may not be able return Cuba. 2. De Leon said he acting under CIA instructions. Said Sanz and Quintero received orders from CIA meet him in Paris, and not Madrid, due publicity given MRR following Sierra Aranzazu incident. QUGROWL-2 impression is De Leon mission possibly not CIA-sponsored, since de Leon had asked QUGROWL-2 for loan to pay air fares to Paris which QUGROWL-2 refused 'for lack funds.' De Leon finally got help from Gaston Godoy this regard. 3. De Leon has asked QUGROWL-8 (highly respected MMR member) serve as his local contact, however she stalling him until Station approval given. De Leon stressed he did not want Enrique Tous (Chief MRR rep Spain) become witting any aspects above plan. QUGROWL-8 meeting with de Leon today and will provide Station full report 5 Oct..." Said they supporting above action as means preclude AMTHUG plan purge mil officers near future. 5. Station has not contacted Blanco since LCFLUTTER meet 27 Sept. Attempting reach him prior 5 Oct trip, ostensibly obtain his photograph which he promised provide, and try elicit info his travel and group's plans. 6. Station unable evaluate any above info, however will attempt discreetly monitor these activities. *Dissem per RYBAT YOBITE cables."

11/03/64, Cable from Madrid to Director: Slugline TYPIC MHAPRON AMLASH: "1. AMLASH-3 invited IDEN (who lives same pension) to lunch 1 November. A-3 told IDEN he CIA agent and asked for names addresses all Cuban Electric Company employees opposed regime, saying he planned attempt blackout entire area Habana to Camaguey for two-hour period, during which time large-scale operation would be executed. 2. IDEN later told QUGROWL-2 of the above adding he had not provided info requested by A-3. He asked P-2 re A-3 bona fides. Station directed Q-2 advise IDEN stay away from A-3. 3. Request HQs traces IDEN." Page 2: "REF MADR 2187 (IN 15856). IDEN: Manuel Ducal Conde, born Habana 27 December 1931. Former employee Cuban Electric Company in Habana. Arrived Madrid 19 August 1964 in refugee status."

03/17/65, Cable from Withheld to Director: "1. Request traces Rafael Garcia-Bango Dirube, DPOB 22 April 31 Havana, lawyer who arrived Madrid from Cuba 15 March. Introduced to Station officer by QUGROWL/2 after Subj claimed no info of urgent interest to ODYOKE. Q/2 said Subj from good family but Subj himself known as con man who has lived by wits and fast buck policy...Later QUGROWL/2 said Subj was in AMLASH/2 home earlier same day with AMLASH/3 present and (unintelligible) UNSNAFU/19 in Paris. QU/2 unaware what discussed...."

05/01/65, Dispatch from COS, JMWAVE to COS, Madrid: Mentioned in the dispatch of the Madrid contacts of Miguel de Leon (AMWORM-1) were Manuel Lopez Lourido (friend of AMOT-3 in Spain) and Jose Llanuza Gobel (201-743527). The latter was described as being in the confidence of Rafael-Garcia-Bango Dirube.

06/09/65, Dispatch from COS, Madrid to COS, JMWAVE (Info: Chief, WE; Deputy Chief, WE/C): "1. Attached herewith are self-explanatory letters made available by QUGROWL-2 from Orlando Bosch. The attached could possibly be of interest to JMWAVE and Headquarters. As addresses are aware, Cortina is no longer affiliated with the Centro de Refugiados Cubanos, Madrid. 2. Madrid Station does not plan to have anyone comply with the request contained in the letters."

06/14/65, Dispatch from COS, Madrid, to Chief, WE (Info: COS, Paris; Deputy Chief, WH/C; COS, Rome): Subject: KEYWAY PBRUMEN AMWHIP: "1. On 7 June, QUGROWL/2 said he was visited at the QUWEB shop by two inspectors from the foreign control section of QUOTA. The inspectors questioned QUGROWL/2 about AMWHIP/1, AMWHIP/2 and one Domenico Romano (no Station traces) an Italian national married to a Cuban. The inspectors said they were looking for all three individuals who are suspected jewel smugglers and reportedly are also engaged in the buying and selling of jewelry and precious stones seized by the Castro Government and being disposed of in Europe. QUGROWL/2 had no current knowledge of any of these persons and was honestly unable to help the inspectors. 2. In late May the Station received from QUOTA/71, a bootleg copy of a report prepared in QUOTA/48's section (distinct from the section handling foreign control) on the activities of Cubans involved in the sale of jewelry and precious stones confiscated by the Castro Government. This report which purports to originate with a reliable source named AMWHIP/1, AMWHIP/2 and Domenico Romano, Italian citizen and proprietor of a jewelry store in Rome, as being a ring of individuals involved in the disposal in Europe of the confiscated jewelry. The report also states that AMLASH/1 has been involved with the ring and that AMLASH/1 delivered jewels to AMWHIP/2 in Geneva during his last trip to Europe and later was in contact with Romano in Rome... 4. It is interesting to speculate the extent to which AMWHIP/1 and AMWHIP/2 may actually be involved in illicit business in Europe and to what extent AMWHIP/1 may use the the cover of his activities for CIA to further these transactions."

04/17/68, Cable: Slugline PBRUMEN LISASSY: "1. LISASSY-1 did not discuss with LIRING-9 his Panama meet with Enrique Huertas. As suggested para 1 ref A LISASSY-1 told LIRING-9 15 April meeting Huertas advised by phone organizing international groups to work against AMTHUG. LISASSY-1 will say does not have details and names but will attempt solicit from Huertas during stopover Miami 17 April. LISASSY-1 also briefed para 2 ref A and agreed go Prague for training if asked. Will tell LIRING-9 he may have updated info Huertas plans when arrives Madrid 20 April for two week stay and will request LIRING-9 furnish him Madrid contact and/or accommodation address. 2. LISASSY-1 ETA Miami afternoon 17 April for discussions with Huertas and AMBIDDY-1. These discussions will have bearing his mission for Huertas in Madrid. On 18 April goes Puerto Rico to visit brother wife. In Madrid plans see QUGROWL-1 and QUGROWL-2 (C-106471), and AMSEELY-1 (C-94865)..."
