Unknown identity. A cable from Madrid on March 11, 1966, stated that "QUANTUM/30 brought up AMLASH (Rolando Cubela Secades) affair at lunch with Olien (James Noel) 10 Mar."

Discussion:
A dispatch in November, 1960, from Chief of Station (COS), Madrid, stated that QUANTUM/30 gave the station a copy of a report which was made by the two Spanish Government representatives sent to Miami to meet with representatives of anti-Castro exile groups there in late October. It added that "QUANTUM-30 has indicated that there is no present plan for personnel support." The dispatch closed with "we judge that its principal interest lies in the fact that the Spanish government has established liaison with the resistance groups and its possible knowledgeability, as a result, of ODYOKE (U.S. Government) covert plans and operations in the Cuban area."

On orders high GOS (Government of Spain) officials QUANTUM organization giving ops support two persons who plan travel PBPRIME (U.S.) this week to contact anti-Castro reps Miami and stay 1 to 2 weeks. Contact arranged by Spanish Jesuit priest FNU Posal (note: handwriting indicated it was Posada) travelled Spain as rep Manuel Artime Buesa seeking support GOS behalf Artime and who recently anti-Castro group. 2. Subjects described by QUANTUM-44 as Carlists and loyal Falangists, completely trustworthy, and mission backed by highest level GOS. He visualizes trip primarily to extend moral support anti-Castro group. Possible GOS might send small group advisors later but no volunteer forces contemplated. 3. QUANTUM-30 has promised report on return subjects from PBPRIME mission and station can have direct access if HQs has any specific debriefing requirements. 4. Subjects are: A. Hermenegildo (sp) Garcia Llorente, DOB 2 Sept 22, Buenos Aires, Argentina, Argentine PP number 14572, issued 30 July 59 at Cadiz, Spain. Is Argentine citizen and lifetime resident Spain. B. Pablo la Fuente Palaez (pseudo) travelling under Spanish PP number 53881/60, issued 19 Oct 60 at Madrid. Subject retired Quadrivium officer travelling under pseudo for security reasons. True name according QUANTUM-44 is Pedro Lacave Patero, DOB 13 Feb 15. Resides Conavas Dew Castillo, Cadiz. C. Station traces negative. 5. Subjects have PBPRIME visas. Will advise ETD. Photos subjects passports pouched priority 26 Oct 60. C/S Comment: *Dissemination applicable to RYBAT JMNET DYVOUR cables."

11/23/60: Dispatch from COS, Spain to Chief, WE (Info: Chief, WHD): "1. On 15 November 1960 QUANTUM/30 gave the Station a copy of the report, forwarded under separate cover, which was made by the two Spanish Government representatives sent to Miami in late October to meet with representatives of anti-Castro exile groups there. Their main contact was with Manuel Artime Buesa, leader of the Movimiento de Recuperacion Revolucionaria (MRR). The report deals with the formation and status of the Cuban resistance groups and alleged degree of ODYOKE cooperation and support of their activities. 2...ODYOKE plans, the QUANTUM representatives were told, envision Artime as the political-military leader of the future liberation of Cuba and photographs of him have been prepared for world-wide distribution to popularize him as the liberation leader when the uprising against Castro occurs. 3. ODYOKE aid and instructions for resistance groups inside Cuba are filtered through one 'Francisco,' former ACU member and close friend and collaborator of Artime who acts as the coordinator of clandestine FRD operations in Cuba (handwritten note: Gonzalez Corzo, Rogelio [now dead]). The QUANTUM representatives examined a report, received in Miami in early November, which was sent by 'Francisco' and which outlined his plans for resistance operations. The report was submitted for the approval of ODYOKE personnel working with the Cubans. It is not known at this time what plans if any the Spanish government may have for continued liaison with Cuban resistance groups, or whether they anticipate lending more concrete support other than the moral support already implied by their consenting to send this initial mission. 03/11/66: Cable from Madrid to Director: Slugline KEYWAY PBRUMEN: "1. QUANTUM/30 brought up AMLASH (Rolando Cubela Secades) affair at lunch with Olien (James Noel) 10 Mar. Handed Olien copy of full communique which he recd by pouch from Habana. Remarked whole thing smells fishy to him and he suspects it may be carefully worked out propaganda spectacular on part Castro Govt. Said he thinks Robreno (AMLASH-2) has probably been working for Castro all along. Also considers highly suspicious Cubela's request to be put up to the Paredon and Castro's magnanimity in commuting death sentences. 2. As far as allegations against KUBARK (CIA) and Olien concerned Q/30 completely unconcerned. When Olien commented any insinuation either he or KUBARK involved in assassination conspiracy completely false QUEAGLE said he sure of that but added he likewise convinced there are people close to Castro who would love to kill him. 3. Q/30 then said only part of communique which interests him is the reference to sabotage of ships in Spain. This contained in two paragraphs which allege that Cuco Leon (AMWORM-1) brought a quantity of dynamite from the United States which was to be used to sabotage ships being built in Spanish shipyards for Cuba, among them the 'El Jigue.' That Gallareta (QUHOPS-1) delivered this dynamite to 'El Mago' Robreno. 4. Olien asked if there was any indication that dynamite had been used in any of accidents suffered by Cuban ships. Q/30 said no, but he thought the word was being used in a very general sense and that term could include any type of incendiary. He said there evidence that powerful incendiary had been used in sabotage fishing vessel Pargo." (CONTINUED BELOW)

03/11/66: Cable from Madrid to Director: Slugline KEYWAY PBRUMEN: "5. Olien then pointed out that the communique states that the dynamite was delivered to Robreno. Olien said he presumed Spanish authorities would call Robreno in and ask him what he did with the dynamite. Q/30 said this was up to QUOTA/48, and said he had gotten the distinct impression from QUOTA/48 that he wasn't too interested in following up these leads. QUOTA/48 had told him he thought Robreno might have been used as an agent of one of the section's of his organization. Also QUEAGLE said QUOTA/48 wasn't keen on digging up information which might embarrass KUBARK. Olien said that if either Q/30 or QUOTA/48 harbors any suspicion KUBARK involved in sabotage of ships, he hopes QUOTA will make a thorough investigation and establish once and for all the truth of the matter. QUANTUM/30 said he personally is convinced KUBARK not involved but he is not telling QUOTA/48 what he should or should not do. (It was learned from QUSPORT/1 (Bichi Bernal) that QUOTA called Robreno in on night of 10 Mar for questioning)...6. Olien then told QUANTUM/30 of interview between DCM and officials of foreign office. When Olien said he thought Sagaz reference to 'frequent visits of Olien to Bilbao where sabotage of Cuban ships has taken place' was a low blow, QUANTUM/30 said he sure Sagaz WASH 'only fishing' and merely interested in how DCM would react to statement. Olein informed QUANTUM/30 that fact is he hasn't been in Bilbao in over two years. QUANTUM/30's reaction to FORNOFF approach was one of amusement..."
