Cryptonym: QJ
Ted Shackley, using the alias of "Mr. Halley", when testifying before the Church Committee in August, 1975, was asked who was the CIA asset QJWIN (note: Jose Marie Andre Mankel). Shackley stated that "knowing the system, and so forth, normally (QJWIN) would have something to do with Spain." Shackley was mistaken in connecting QJWIN to Spain, it was Luxembourg that Mankel was connected to. QU was probably the digraph for operations and assets in Spain, sometimes connected to Spanish related assets in Cuba. Shackley likely got mixed up between the QJ and QU digraphs.

"(James N.) Rabney had been the previous (1957-1960) Luxembourg station chief. In 1958, he had, with the help of the chief of the Luxembourg Intelligence Service, recruited Mankel for 'spotting agent candidates', especially among Corsicans. These men were underworld criminals - 'entry men', 'safe crackers', 'document suppliers' and 'assassins'. James N. Rabney was a pseudonym for Arnold M. Silver, who also had another pseudonym - Kurt G. Herzfanz."

SUBJ Olla 470 told QJBANNER-1 he recently invited by French national FNU (first name unknown) Delacourt join ring which receiving 'gratis' from CHICOMs large amounts opium to be smuggled to States. SUBJ willing do under guidance Americans. 2. Suggest HQs make and advise arrangements nearest Narcotics Bureau officer come LUXE where can fully interrogate SUBJ, assess story and decide action."

Official contact with liaison not specifically authorized although we aware Rabney's intention contact QJCLOCK connection specific interests KUTUBE/D (CIA "Staff D" responsible for SIGINT - Signals Intelligence - electronic intercepts, where the ZR/RIFLE "executive action" - assassination - program was housed). 2. In order avoid possible misunderstandings, request you pouch soonest full details known to you Rabney visit, including identities contacted and reflections you have received. Returning LUXE 25 April. Also met old friend 'El Mago' Robreno whose case familiar HQs. 2. QJFINK assesses UNSNAFU/14 as not recruitable at this time. States UNSNAFU/14 not commie but has great faith Fidel and believes regime will endure short of direct intervention by U.S. UNSNAFU/14 not overly happy present assignment under UNSNAFU/19 (Antonio Maria Carrillo Carreras) but not significantly disaffected. PI from meetings being dissemed separately. 3. DIR: QJFINK somewhat sidetracked by meeting Robreno and offered introduce case officer to him, stating Robreno knows 'everyone.' Offer declined on basis Robreno has too many personal problems at this time. QJFINK claims also knows AMLASH/1 (Rolando Cubela Secades) well. 4. QJFINK cooperative and believe he honestly attempted fulfill requirements levied. However, believe UNSNAFU/14 did not open up to QJFINK but followed current regime line on economic picture, internal political situation and Cuban/U.S. rapprochement. Although QJFINK obviously interested idea his transfer PARI to work on Cuban target, do not believe would be worth while. While QJFINK appears have goodly number acquaintances among younger Cuban milieu, PARI assessment, which admittedly superficial, indicates he would not make impressive recruiter and that he would soon tire of mundane FI reporting role. 5.
