Rather, they connect discussion of AMSWIRL-1 and his ODBOON employer with strong indications that AMSWIRL-1 is U.S. Customs agent Cesar Diosdada. In addition, discussions about ODBOON strong fit with an identification as Customs.

This cable concerns AMSWIRL-1, believed to be U.S. Customs officer Cesar Diosdado. In this document, it is noted that "[AMSWIRL-1] wears two hats. On one hand he ODBOON officer bound by ODBOON laws and regulations report ODBOON all info he uncovers in his role as ODBOON officer his area operations.....On other hand A-1 [AMSWIRL-1] working for an under control WAVE as WAVE agent."

This cable notes that ODBOON representatives "contacted WAVE 6 Feb and stated they investigating possible neutrality law violations by vessel (Venus) which belongs JURE."

11/4/63: SISS Testimony of Dickey Chappelle, also known as Georgette Chappelle, a famed photographer who died in combat during the sixties. She testified that she boarded the members of Comandos L, including Santiago Alvarez and Ramon Font, at her home in Hialeah. She was very upset at Customs official Walt Shanley for searching her home without a warrant, seizing property, and making no arrests.
