Wibalda after meeting with AMCORE-2 (Luis Conte Aguero) reveals Hurwitz let AMCORE-2 know the sky was limit in propaganda budget but that Consejo had control in propaganda and that there could only be one voice for Cuba. When AMCORE-2 stated she had own means of propaganda developed by own effort Hurwitz replied no other organization but Consejo would continue receiving aid in propaganda, economic or military fields and that the present bad practices would end very soon - as this had been decided upon. When AMCORE-2 complained of the little material aid that the underground was receiving and that his group had received none in spite of petitions to (CIA), Hurwitz answered perhaps AMCORE-2 had not taken the correct road. Carbonell considered A-1 to have excellent relations with various ambassadors to OAS due his presentation to OAS of cause against Castro and would be introduced by them to foreign ministers.
