Discussion:
A cable in May, 1962, mentioned that AMBLEAK-1 (Fernando Fernandez Cavada y Paris) had debriefed the subject of the cable, who he had known since 1957, and who had a Belgian wife. The subject's beef ranch was confiscated by the Cuban state in late 1961 or early 1962, but protests from NIEXIT resulted in the ranch being returned to subject. A closing comment of the cable remarked that NIEXIT-1 indicated that the subject was American. In addition, a cable in May of 1963 requested the views of the Hamburg and Brussels stations views on the possibility of using AMLEG-1 or NIERGOT to conduct briefings with AMLEG agents on non violent sabotage acts. The AMLEGs appeared to have been based in Hamburg, which means that NIERGOT was probably a Brussels based asset. Furthermore, a cable on December 3, 1963, with the slug of NIGALE, mentioned that Alberto Bayo Giroud was in Belgium at that time. Therefore, a number of cryptonyms with the digraph of NI appeared to be related to Belgium in some way.

05/22/62: Cable from JMWAVE to Director: Slugline GYROSE: REF DIR 44558 (OUT 562027)*: "1. On 18 May AMBLEAK-1 debriefed on SUBJ ref whom he has known since 57. SUBJ arrived Cuba 56 or 57 with Belgian wife and letters introduction from Royal Bank Canada and other banks expressing intention buy beef ranch. In 57 inspected properties Las Villas with help AMBLEAK-1, and finally brought ranch Pinar del Rio with money provided by father in law. During 61 highway near ranch scene intense militia patrols and road checks. Late 61 or early 62 ranch confiscated by state, SUBJ sent wife and children Belgium and followed them several months later and may still be there. Protests from NIEXIT resulted ranch being returned SUBJ and he plans return. 2. SUBJ born CA 25, about six feet, 170 lbs, blond hair, blue eyes, square jaw, handsome, dresses well while in urban areas. Pleasant and considerate person, and became friends peasants his area Pinar del Rio. 3. WAVE interested SUBJ because of contacts with insurgent groups Pinar del Rio reported UFGA 3138. AMBLEAK-1 will report if SUBJ returns HAVA via WAVE area and WAVE would like debrief and possibly recruit. Request HQs traces and PCSA as NIEXIT-1 indicates subject American. 04/16/63: Cable from Brussels to Director (PRITY DIR INFO HAMB FRAN CITE BRUS 7411): Slugline RYBAT PBRUMEN AMLEG: "1. Only AMLEGs with KUBARK (CIA) contact exclusively in (REDACTION) are 31 and 32. Both hope either eventually become capts or defect. If HQs approves will feel out 31 re sabotage when Cienfuegos in (REDACTION) late April defer to HAMB re other AMLEGs with whom STA in contact. 2. STA received via NIBANK-24 Rabien and Stadtlander ships schedules which give about 10 days advance notice of ship arrivals. Schedules and ports often change however while ship still at sea. Vessels calling at (REDACTION) are almost always delayed additional few days to week or more thus further increasing advance notice. Large ships from Cuba usually unload sugar staying from 6 to 12 days. Smaller ships spend from 3 to 6 days. 3. Feel eventual ship sabotage would fall in four categories: machines, electronics, fuel and deep tanks used to carry petroleum on Maestra, Cienfuegos and lines. Assume tanks make these ships priority targets. Per ref STA will collect info on above target categories including plans if possible. NIBANK-22 has capability, if given chance repair electronic gear, to delay Cuban sailings. Member his company who aware N-22 clandestinely cooperating with 'NATO' has wartime experience in ship sabotage. STA studying possibility sabotage bunker fuel or cargo oil and will advise. 4. NIDRAGON-2 has warrant signed by local kings attorney enjoining him take every precaution prevent sabotage of Cuban ships. N-2 and his asst who both extremely cooperative with STA have used this warrant to check loading papers and cargoes providing STA in one or two instances with samples. N-2 volunteered to Fradyer some months ago that latter could go ahead with sabotage of Cuban vessels. Said he would look other way or carry on inconclusive investigations. Feel, however, that although he willing protect us, he unwilling actively participate in actual sabotage activities..."

On NIELOPE who since recent trip to CZECHC appears less recruitable. Feel that approach by AMLASH to NIELOPE at this time however guarded may pose serious threat AMLASH security upon his return. Suggest therefore STA attempt discourage this AMLASH venture."
