Definition:
The declassified CIA Files on Nazi and Japanese Imperial Government war crimes stated that MHORDER was the cryptonym for activities of hostile intelligence services against the US Government and other governments.

A memo in July of 1975 stated "since 1 May 1975, CI/R&A/O has retained selective official cable and dispatch correspondence bearing the MHORDER slug and selective media items which bear any of the earmarks of having been inspired by hostile intelligence services against the Agency, or which may have been calculated efforts by these services to undermine US policy interests or US government agencies in foreign countries."

7/2/69, memo from Chief, Rome to Chief, European Division: Richard Case Nagell says to the press that he was a CIA employee in August 1962, that he was recently released from East German prison, and that the US govt is keeping him away from his wife and children. Also see 3/31/70 MHORDER document referring to the above 7/2/69 memo, 104-10170-10168, p. 2 of 11, and received from the "Chief of the Aliens Police of Department II of the West Berlin police": From August 1962 to my arrest on 9/26/63, "I was employed by the Agency...as an agent, in every sense of the word. My assignments varied and necessitated travel to three Latin American nations and many states, including the Commonwealth of Puerto Rico. They also necessitated me taking on cover employment for one week in New York and for about ten weeks in Los Angeles, though usually I posed as a tourist, an investigator for the (INS) or as a researcher for a private firm, the appropriate credentials being furnished to me by the CIA. To sum it up briefly, I operated in Mexico City at the onset of the Cuban Missile Crisis in an effort aimed chiefly at the Soviet Government; I conducted inquiries relative to 'dissident' members of several Cuban refugee groups based in the United States, I checked out an alleged connection between a Miami resident named Eladio del Valle and a New Orleans CIA informant Sergio Arcacha Smith; I investigated an associate of the now-deceased right-wing extremist David W. Ferrie; as I did the activities of left-wing Vaughn R. Snipes and his wife Priscilla, near Venice, California and others...I inquired into an allegation that Marina Oswald intended to divorce her husband and return to the USSR...At the time of my arrest I was operating in an undercover role, having become involved in a domestic-inspired plot to assassinate President Kennedy and, leastwise ostensibly, other highly-placed government officials."

June 67 Ray Rocca memo about recent interviews with Jim Garrison: "Without exception his allegations are false. They are the grossest we have seen from any responsible American official in the whole course of our MHORDER study...Garrison's allegations warrant timely, energetic counteraction, if only at the level of the Attorney General (note: Ramsey Clark) and among responsible members of Congress."

Memo from DC/CI/R&A Donovan E. Pratt to C/E/BC/C re Donald P. Norton, file no. 100-300-017: "FBI reports have shown that Norton is a con man, and U.S. Air Force medical records have revealed that he was discharged in July 1950 as a result of psychiatric problems, having tried on two or more occasions to commit suicide. Norton's lies about CIA first appeared in the Vancouver Sun on 5 August 1967...Do you have any information about the use of the Sun in other surfacings of MHORDER propaganda against CIA? Is there any information about contacts between employees of the Sun and representatives of Soviet intelligence?"

104-10300-10358: CABLE CONCERNING CIA INVOLVEMENT WITH OSWALD

5/8/67 memo to Director, slugline MHORDER MHDOWEL. MHORDER apparently refers to the first paragraph of this two paragraph communication. "Heavy press play over weekend 5-8 May on CIA. Bulk of articles centered on Garrison charges of CIA involvement with Oswald. Articles prominently displayed with following headlines: "DAWN 7 May, 'Oswald Was CIA Agent, Say US Paper'; Pak Times 8 May, 'Faked Pictures of Oswald Presented'. Two additional smaller articles in DAWN 7 May, one on inside page featured McCone denial CIA contact."

9/13/67 cable from Mexico City to Director: "Following editorial written by LIQUIFIER in lead editorial column of Mexico City prestige daily 'Excelsior' re Garrison interview in Playboy: "...The District Attorney maintains firmly that the assassination was perpetrated by former agents of the CIA in the service of a rightist fanatic group. This is not the first version (of the assassination) which Garrison has offered. That which he has not contributed to the case is authentic evidence.'...Please advise whether Headquarters wants Mexico station pouch or cable Spanish text to LIQUIFIER editorial to major Latin American stations for replays or prefers that editorial not be displayed and that LIQUIFIER be instructed to avoid reference to Garrison-CIA case in the future."

2/11/72 memo, slugline KOBIRD MHORDER, Saigon to Director: Article charges "BKTRUST with sending 12 top coup specialists, including Lou Conein, to Vietnam in last week...Story seems made of whole cloth. As far as station can determine, Conein not in Vietnam."

7/7/75 memorandum for the record, "CI Staff Responsibility for CIA Publicity", by CI/R&A/O Theodore C. Poling: "Effective 1 May 1975, CI/R&A/O ceased to collect publicity about the Agency which appears in the public domain in the US and abroad. We have destroyed all newspaper clippings from the domestic press which were held by our predecessor and have boxed foreign newspaper clippings which were retained by our predecessors; the latter will be sent to the Records Center. Since 1 May 1975, CI/R&A/O has retained selective official cable and dispatch correspondence bearing the MHORDER slug and selective media items which bear any of the earmarks of having been inspired by hostile intelligence services against the Agency, or which may have been calculated efforts by these services to undermine US policy interests or US government agencies in foreign countries..." At page 4: If such material is needed later for research purposes, one source to utilize is the "Security Records Center, Leak Data Base. This was set up at the time Mr. Helms and the White House developed a concern about the number of serious leaks of intelligence information. The Leak Data Base is not being kept current. The machine print-out contains around 300 entries." At page 7: Under "Criticism of CIA - Anti", a handwritten note says "files not used since 1967". For radio/TV programs, it states "special file set up 31 March 1967" (also used for Pro-Criticism and Neutral Criticism)

11/23/76, memo to Director: "On 18 November, Prensa Latina issued two long Spanish-language articles listing 20 or more attempts against Castro's life. Following day items appeared in English...names mentioned...as involved in attempts...Pierre Owen, Diez Uro (French CIT), Renee Sigler, Sanchez Rivas, Jose Pujals Medero (CIA handlers Jim Bender, alias Jim Boulding; Harold Bishop, Carl Hitch). May 1966: Landing foiled - no names. 1966: Ronaldo Cubelas. 1967: Landing foiled at Cayo Fragoso. 1971: Dominguez noted above.
